President Rhee Renews Determination to Prevent Repatriation of Koreans "By all Means
Seoul, July 31 (UPI)-- President Syngman Rhee today reiterated his determination to prevent repatriation of Korean residents in Japan to north Korea "by all means."
Rhee made his statement against the background of the Republic of Korea 's surprising offer yesterday to the Japanese Government for "unconditional" immediate resumption of talks between the two nations.
(In Tokyo, Foreign Minister Aiichiro Fujiyama had informed the Japanese Cabinet today that he believed the controversial problems of repatriation of residents in Japan to north Korea "would make favorable progress in the very near future.")
Addressing a group of top Army commanders at the Presidential mansion, President Rhee said "We must save our residents in Japan by all means." "Our armed forces are much stronger than when we first fought the Communist forces ... we have the ability and determination. and therefore this is not the time for us to bow low to others."
Tokyo reports said that the Japanese Government had decided to accept the offer of the south Korean Government to resume the deadlocked talks.
Japanese Paper Says Fishery Line Issue Poses Prerequisite for Settlement of K -J Dispute
Tokyo, July 31 (UPI) -- The Asahi Newspaper said today that solving the Rhee fishery line problem is a "prerequisite" for settlement of the dispute between Japan and the Republic of Korea.
The newspaper commented editorially on Korea's proposal that the deadlocked talks be resumed.
Japan is fully prepared to cooperate in the matter of preserving fishery resources in the Korean waters", it said, "and a draft of the provisional agreement related to the matter was submitted to the Korean Government at the end of last year."
Japan must use this draft agreement as a basis to reach a reasonable compromise on the pending issues and to remove the dangers involved in present fishing operations."
The newspaper "heartily welcomed" the Korean proposal. "It is our earnest desire," the Asahi said, "that the latest Korean proposal may lead the way to a removal of the barrier between the two countries and to new, friendly relations."
ROK Vice Foreign Minister welcomes Japan's Acceptance of Korea's Offer
Seoul July 31 (UPI)-Vice Foreign Minister Kim Dong Jo welcomed acceptance of the Republic of Korea 's proposal to rec▣▣ "unconditionally" the stalemated ROK -Japan talks.
That's what we expected, the ROK official said.
Japanese Foreign Minister Hopes K-J Talks resume in Two or Three Weeks
Tokyo, July 31 (UPI)--Japanese Foreign Minister Aiichiro Fujiyama said Friday he hopes the long suspended negotiations with south Korea on an overall settlement of disputes can be resumed in two or three weeke.
Fujiyama made the statement to newsmen after the Cabinet accepted without objection his report that south Korea had offered - with no conditions attached - to reopen the talks it broke off last spring.
Chief Cabinet Secretary Etsusaburo Shiina told newsmen the negotiations might begin even earlier possibly next week. Fujiyama said he hopes to inform Republic of Korea Ambassador Yiu Tai Ha Satruday of Japan's willingness to resume negotiations, after which Yin probably would fly to Seoul for consultations.
The Foreign Minister also said the controversy over south Korean's Syngman Rhee Line should be taken up first at the talks on normalizing relations. The most of other unsettled Issues includes ROK Claims against Japan, trade and exchange of diplomats.
Asked whether south Korea would still carry out its threst to block the mass movement of Koreans by force if necessary, Vice Foreign Minister Kim Dong Jo replied "This is no time to comment on such a hypothetical question."
He also described as not official reaction Tokyo reports that South Korea 's new concession means it has acknowledged the Japanese repatriation plan.
