At the request of Foreign Minister Fujiyama Tuesday I called on him at 9 this morning at his official residence and received his reply to the letter from you addressed to Prime Minister Kishi, which Fujiyama wrote on behalf of the Prime Minister.
The reply, which was unsealed, stated that the Japanese Government decided on the socalled principle of the 'repatriation' of Koreans for various reasons and hoped that "misunderstanding" on our part would be cleared. (Details will be reported via next pouch)
As such a stand is far from satisfactory and somewhat different from what Vice Minister Yamada has recently told me, I would like to be instructed as to future course of action by my office. The Ministry might feel it necessary to issue a statement in this connection. I would appreciate any instructions from the Government in this regard. Foreign Minister Fujiyama's letter is enclosed herewith.
Please insert the word: "done" between "have" and "heretofore" in the 7th line, Page 3, therefore, the correct text should read: "....it is also free for them to stay in Japan, just as they have done heretofre, if...."
