As I reported to the Government by my cable No.TS-920188 of January 30, Mr. Fujiyama is going to dispose of the question on the so-called repatriation to "north Korea " of the Koreans in Japan who allegedly wish to be repatriated to north Korea in accordance with the so-called principle of freedom of repatriation on the alleged basis that the question is a matter of humanitarian problem.
In this connection, it is further reported that a Japanese governmental policy might be decided at a Cabinet meeting expected to be held some time next week. Concrete measures under consideration by Japanese Foreign Ministry seems to be that, firstly, Japanese Government would request the ICRC in Geneva through Japanese Red Cross to dispatch an my investigation team of ICRC to Japan for its investigation on the situation of so-called group repatriation movement to north Korea of Koreans in Japan and, secondly, Japanese Government would consider actual repatriation measures according to the result of investigations and possibly recommendations of ICRC in this regard.
Thus it is presumed that the above method of gradual proceeding of shifting responsibility of the repatriation to ICRC would be considered at the contemplated Cabinet meeting for deciding upon the Government policy on the question. (Regular Cabinet meeting is held twice a week, tuesday and thursday )
In view of the above, it is observed that there would be a considerable time lag between the date of the Cabinet decision, if actually made, and the time when the Japanese scheme is actually put into practice Also in the light of the fact that this question is not handled at the higher level of Japanese Government, it seems that to make a political approach to the Japanese higher level" concerned as soon as possible would he one of the ways of coping with situation at present.
Item 2. On the morning of January 31, I made another strong representations to Asian Affairs Director Itagaki on the question conveying Minister Yiu's telephone message this morning of strong protest. Mr. Itagaki replied that he would immediately report Minister Yiu's message of protest to the Foreign Minister.
