Item 1. Upon receipt of Government instruction No.FTB-004 dated January 20, I met Asian Affairs Director Itagaki at the latter's office at 11.30 a.m. on January 21st and conveyed to his the three points as contained in the cable instructions under reference. Mr. Itagaki said he understood the three points, adding that in fact the Japanese side had been in difficulty in mapping out policies on the Korea Japan talks because of internal politisal feud and that he also thought it would be bettor for both sides to decide on things on Korea Japan talks upon Minister Yiu's return to Tokyo.
Item 2. Taking this opportunity, I made a strong representation, along the lines of our position, on a news reports regarding the alleged resolution by the Japan Red Cross on the question of so-called Group Repatriation to "North Korea of Korean residents. Saying that some factions in Japan JRC had been applying pressure to the Japanese Government in this regard, Mr. Itagaki answered that he himself understood the Korean petition very well and that JRC resolution does not prevent the official view of the Japanese Government. He continued that his office has not decided on any plan on the so-called Group Repatriation question.
