Dear Mr. Ambassador :
I acknowledged with great surprise the receipt of your cable TS-910201 dated February 2, 1953 in which you reported that the Japanese translation of what is believed to be the text of the U.S. Statement concerning the Korean-Japanese Property Claims Settlement was published in a Japanese monthly magazine, Sekai Shiryo of February issue.
First of all, the Japanese text of the said U.S. Statement in the above-mentioned Japanese magazine is really a verbatim translation of the document in question. It is certe that the Kyodo Press, which I understand is the publisher of the magazine in question, must have obtained the text from the source of the Japanese Government. We cannot but believe so particularly in view of the fact that the Japanese side was so reluctant to agree with us on not releasing the document after the conclusion of the preliminary talks. You are hereby instructed to inquire as to how the confidential text came out to the press and report on your findings without delay.
It goes without saying that a breach of understanding has been already made by the Japanese side if they virtually released the document in question.
