2월 5일자 당지 각신문 조간은 한일회담에 관한 일본 측 태도를 보도하는 기사를 게재하고 있사온 바 아래에 JAPAN TIMES 기사를 송부하나이다.
IN NORMALIZATION TALKS
JAPAN TO INSIST ROK SHOW MORE SINCERITY
THERE ARE GROWING FEARS IN GOVERNMENT QUARTERS THAT THE JAPAN-REPUBLIC OF KOREA NORMALIZATION TALKS MAY HAVE TO BE SUSPENDED DEPENDING ON THE ATTITUDE OF THE SEOUL GOVERNMENT. FOREIGN OFFICE OFFICIALS SAID YESTERDAY THAT THE JAPANESE GOVERNMENT WOULD SHORTLY ASK THE SOUTH KOREAN GOVERNMENT OF PRIME MINISTER JOHN M. CHANG TO FACE THE TALKS "WITH GREATER SINCERITY." IF THE ROK SIDE IGNORES THIS STRONGLY WORDED REQUEST, RESUMED TALKS WILL BECOME VIRTUALLY IMPOSSIBLE, THEY SAID. THIS MAY DELAY CONSIDERABLY THE NORMALIZATION OF JAPAN-ROK DIPLOMATIC TIES WHICH THE JAPANESE SIDE HAD HOPED WOULD BE POSSIBLE BY MAY OR JUNE, THE OFFICIALS SAID. ACCORDING TO THESE OFFICIALS, THE JAPANESE GOVERNMENT IS TAKING ㅁ VERY SERIOUS VIEW OF THE ROK NATIONAL ASSEMBLY'S RESOLUTION ADOPTED FRIDAY CALLING FOR "GRADUAL RESTORATION OF DIPLOMATIC RELATIONS WITH JAPAN." THE KOREAN RESOLUTION ALSO CONTAINS THE FOLLOWING POINTS:
1. THE "PEACE LINE" MUST BE RESPECTED FROM THE STANDPOINT OF NATIONAL DEFENSE AND CONSERVATION OF MARINE RESOURCES.
2. FORMAL OPENING OF JAPAN-ROK DIPLOMATIC TIES SHOULD COME ONLY AFTER "HISTORICALLY IMPORTl ISSUES" PENDING BETWEEN THE TWO NATIONS ARE SETTLED AND "OUR (ROK) DAMAGE AND PAINS INFLICTED BY JAPAN ARE LIQUIDATED."
FOREIGN MINISTER ZENTARO KOSAKA TOLD THE HOUSE OF REPRESENTATIVES BUDGET COMMITTEE YESTERDAY THAT "SUCCESSFUL CONCLUSION OF THE JAPAN-ROK TALKS WOULD BECOME DIFFICULT AS A RESULT OF THE KOREAN ASSEMBLY'ㄴ ADOPTION OF THE RESOLUTION."
THE INITIALLY FRIENDLY ATTITUDE OF THE CHANG GOVERNMENT TOWARD JAPAN AND SUBSEQUENT VISIT TO SEOUL OF KOSAKA PAVED THE WAY FOR RESUMPTION OF THE TALKS. THE FIFTH PRELIMINARY TALKS WERE RESUMED IN TOKYO OCT. 25 IN ㅁ FRIENDLY ATMOSPHERE.
IT HAD BEEN HOPED HERE THAT THE TALKS WOULD MAKE SMOOTH PROGRESS. BUT THE CHANG GOVERNMENT'S. OBSERVERS EVEN DESCRIBED THE CHANGE AS HERALDING "REVIVAL OF THE EARLIER ANTI-JAPANESE KOREAN POLICY." PRESUMABLY INFLUENCED BY THIS CHANGE IN SEOUL, THE ROK DELEGATION HAS SHOWN NO SIGNS OF WILLINGNESS TO COMPROMISE AT THE RESUMED PRELIMINARY TALKS. CONSEQUENTLY, NO SUBSTANTIAL TALKS WERE HELD AT COMMITTEE-LEVEL MEETINGS LAST WEEK. THE MEETINGS WERE LITTLE MORE THAN AN EXCHANGE OF GREETINGS. THE JAPANESE ATTITUDE HAS BEGUN TO SINCE THE ROK NATIONAL ASSEMBLY ADOPTED THE WHICH ENVISIONS A TOUGHER POLICY TOWARD JAPAN. IN THE PRELIMINARY TALKS HELD SO FAR THERE HAS BEEN A NOTABLE PROGRESS ON THE QUESTION OF THE LEGAL STATUS OF KOREANS IN JAPAN WHILE NO SUBSTANTIAL HEADWAY HAS BEEN MADE ON THE FISHERY AND GENERAL CLAIMS ISSUES. AS FOR THE FISHERY ISSUE, JAPAN HAS PROPOSED THE CONCLUSION OF ㅁ FISHERY AGREEMENT IN CONSIDERATION OF PUBLIC OPINION IN SOUTH KOREA. INFORMANTS SAID THAT THE JAPANESE GOVERNMENT HAD HOPED SOUTH KOREA WOULD MAKE A COUNTER PROPOSAL IN THE RESUMED TALKS. NO SUCH PROPOSAL HAS BEEN MADE, HOWEVER.
THE GOVERNMENT BELIEVES THAT A DELAY IN THE NORMALIZATION OF RELATIONS WOULD ADVERSELY AFFECT THE REPUBLIC OF KOREA RATHER THAN JAPAN, THEY SAID.
