KOSAKA BACK : VOICES BELIEF TALKS IN U.S. SATISFACTORY FOREIGN MINISTER ZENTARO KOSAKA RETURNED TO TOKYO FROM A TRIP TO THE UNITED STATES AND CANADA BY A JAL PLANE LAST NIGHT AFTER A LAPSE OF 19 DAYS. SINCE LEAVING TOKYO SEPT. 10, KOSAKA MET U.S. SECRETARY OF STATE CHRISTIAN A. HERTER IN WASHINGTON AND CANADIAN GOVERNMENT LEADERS IN OTTAWA. HE THEN ATTENDED THE U.S. GENERALLY ASSEMBLY SESSION AND DELIVERED A SPEECH REPRESENTING THE GOVERNMENT OF JAPAN. HE RETURNED TO TOKYO ACCOMPANIED BY HIS WIFE AND SHINICHI KONDO, CHIEF OF THE FOREIGN OFFICE PUBLIC INFORMATION AND CULTURAL AFFAIRS BUREAU. UPON HIS ARRIVAL AT THE AIRPORT, KOSAKA TOLD A PRESS CONFERENCE THAT HE BELIEVED VERY SATISFACTORY RESULTS WERE ACHIEVED AT A SERIES OF HIS TALKS WITH US. GOVERNMENT LEADERS. "I UNDERSTAND THAT THE ONCE FEARED DIFFERENCE BETWEEN JAPAN AND THE U.S. FOLLOWING A SERIES OF OCCURRENCES TOKYO IN CONNECTION WITH THE NEW JAPAN-U.S. SECURITY TREATY NOW DOES NOT EXIST BETWEEN THE TWO NATIONS," THE FOREIGN MINISTER SAID. "I PERCEIVED AN ATMOSPHERE IN THE U.S. WHICH MADE ME FEEL THAT PLANS SUCH AS THE CAPITAL TIE-UPS BETWEEN PRIVATE COMPANIES OF THE TWO NATIONS AND FLOTATION OF FOREIGN LOANS IN THE NEW YORK MARKET COULD BE PUSHED AHEAD AFTER THE END OF THE FORTH-COMING GENERAL ELECTIONS." KOSAKA SAID THAT IN OTTAWA HE CONFERRED WITH CANADIAN GOVERNMENT LEADERS ON WAYS TO PROMOTE FRIENDLY RELATIONS BETWEEN JAPAN AND CANADA AND ON COOPERATION BETWEEN THE TWO COUNTRIES IN THE UNITED NATIONS. HE SAID THAT SOUTHEAST ASIAN COUNTRIES INCLUDING INDIA, INDONESIA AND THAILAND EXPRESSED DEEP GRATITUDE, THOUGH UNOFFICIALLY, FOR HIS SPEECH AT THE U.S. IN WHICH HE APPEALED FOR THE STRENGTHENING OF INTERNATIONAL AID TO THE ECONOMIC DEVELOPMENT OF ASIA THOROUGH THE U.S. KOSAKA SAID THAT CRITICISM MOON AMONG VARIOUS COUNTRIES AGAINST SOVIET PREMIER NIKITA KHURUSHCHEV FOR HIS OVERABUNDANCE OF GESTURES AT THE U.S. MEETING. THE FOREIGN MINISTER SAID JAPAN HAS CONSISTENTLY HELD TO THE ATTITUDE THAT THE U.S. SHOULD NOT BE UTILIZED AS A MEANS OF PROPAGANDA AND HAS OBJECTED TO THE ATTITUDE OF THE SOVIET UNION IN CRITICIZING U.S. SECRETARY GENERAL DAG HAMMARSKJOLD. KOSAKA, REFERRING TO HIS MEETING WITH NETHERLANDS FOREIGN MINISTER JOSEPH M.S.H. JUNS IN NEW YORK, SAID THAT THE TROUBLE WHICH AROSE BETWEEN JAPAN AND THE NETHERLANDS IN CONNECTION WITH THE KAREL DOORMAN ISSUE WAS WIPED OUT BECAUSE OF THE MEETING. HE SAID THE MEETING PROVIDED THE CHANCE OF PROMOTING MUTUAL UNDERSTANDING BETWEEN THE TWO COUNTRIES TO A GREAT EXTENT. KOSAKA SAID THE WELCOME EXTENDED TO CROWN PRINCE AKIHITO AND PRINCESS MICHIKO IN THE UNITED STATES WAS SUCH THAT HE EXPECTS THAT THEIR VISIT WILL RAISE TREMENDOUSLY THE FRIENDLY FEELING OF THE AMERICAN GENERAL PUBLIC TOWARD JAPAN.
