Survey of public opinion on self-defense fishing in Rhee Line area:

The Republic of Korea is not likely to refrain from unlawful capture of Japanese fishihg vessels in the neighborhood of the Rhee Line, and therefore Japanese fishermen in Northern Kyushu once planned to carry out forcible fishing operations under the protection of self-defense vessels armed with weapons.
As mentioned above, Japan is in dispute with the ROK over the Rhee Line issue.
On July 13, this company (Tokyo Shimbun), in cooperation with the Public Opinion Science Association, conducted a survey of public opinion on Japenese policy toward the Republic of Korea especially in regard to the problem of self-defense vessel and the Rhee Line issue; The survey, which was conducted in Tokyo by random formula, covered 797 persone having right to vot
The result of the survey is as follows:
Question: In oonnection with the Rhee Line issue, Japanese fishermen in Western Japan are giong to carrying out fishing oporation by arming their fishing vessels. for them selves. What do you think about this plan?
Answer: 8.4 per cent of the persons who joined the survey supported fishing operations by armed fishing vessles. 29.7 per cent of them said that fishermen cannot but do so.
46.1 per cent said that unnecessary friction should be avoided.
1.5 per cent hoped for a solution through government negotiations.
1.4 per cent demanded the cooperation of the Marine Self-Defense Force.
0.6 per cent hoped for international mediation by UN.
11.9 per cent said "I don't know."
0.4 per cent others.
ROK guard ships have repeatedly captured Japanese fishing vessels outside the Rhee Line. Japanese fishermen in Kyushu and Western Japan, who were provoked by such unlawful action of the ROK side, once planned to protect their fishing ground for themselveS by putting so-called "self-defense vessels" into operation.
For fear of possible friction between armed self-defense ships and the ROK side, the Maritime Safety Agency is going to use the self-defense ships all liaison ships between fishing vessels and its patrol boats.
According to the above survey of public opinion, 38. I per cent of those who joined the survey gave an affirmative reply to the self-defense fishirg, and the remainder hoped for a solution by peaceful means.
Those who gave an affirmative answer to the self-defense fishing consisted mainly of 42 per cent of students and 34.6 per cent of those engaged in commerce and industry, while those who preferred avoidance of unnecessary friction with the ROK included 71.4 per cent of farmers and fishermen, 48.3 per cent of labourers, and 46.7 per cent of house-wives.
Question: What attitude do you think the Japanese Government should take under such circumstances?
Answer: 17.4 per cent said that the Government should solve the issue by peaceful talks while avoiding friction.
16.2 per cent requested the Government to tackle the issue with a stronger attitude.
5.8 per cent called for the protection of fishing vessels by the mobilization of the self-defense force.
5.6 per cent called for finding a way to solve the problem positively.
3.8 per cent called upon the Government to solve the problem positively through the United Nations,
2.9 per cent called upon the Government to adopt a method of abolishing the Rhee Line.
2.8 per cent called upon the Government to appeal this problem to international opinion.
2.6 per cent called upon the Government to protect fishermen and stablize their living.
1.0 per cent called upon the Government to talk with the ROK through the good offices of a third power.
6.6 per cent are others
38.4 per cent expressed no particular opinion.
Those persons who favored peaceful solution of this problem called upon the Government to conduct peaceful talks with the ROK or to solve it through the UN or to appeal it to the public opinion of the world or to ask for the good offices of the United States or other third power.
On the other hand, these, who advocated strong policy including the mobilization of the Self-Defense Forces, called upon the Government to take the more strong attitude toward the ROK or to abolish the Rhee Line.
The percentage or those who advocate strong approaches is nearly same as that of those who advocate peaceful approaches
AS a whole, none of the above mentioned answers provided an effective methed for solution
