FIFTEENTH PLENARY SESSION FOURTH KOREA-JAPAN OVERALL TALKS

3. Gist of talks:
Dr. Sawada:
I am very glad that it has now become possible to continue the Overall. Talks after long interval. I have not any particular comment to make here today. but I would like to mention that the Japanese side is ready to make all efforts for the settlement of pending problems between the two countries with full sincerity.
I would like to inform your side that Delegate Okuma has been replaced by Delegate Uyama. Now, I present Mr. Uyama.
Mr. Yiu:
I am very glad that the 15th Plenary Session of the 4th Korea-Japan Overall. Talks is held today. Though they are not directly related with the Overall Talks, I am very happy to see that the mutual repatriation of detainees which was long pending has been already realised and, on the other hand, talks are under way for rectifying trade imbalance between the two countries thereby bringing about good atmosphere for full-scale proceeding of the Overall Talks. In view of the above facts, my delegation frankly feels that we have never had such a good atmosphere. The people of Korea are placing a great hope in the outcome of this talks. I believe the Japanese people would be the same. I sinceraly hope that all pending problems between the two countries will be settled as soon as possible, and that the Japanese side will reciprocate the same efforts towards this direction to bring about successful conclusion of the talks at an earliest possible date. I hope, in particular, that every and all factors which have adversely affected so far the progress of the talks will promptly be eliminated. I would like to inform your side that Mr. Chin Pil Shik has been replacedy Mr. Lee Won Kyung as alternate delegate. Now, I present Mr. Lee. Delegate Yu will come to Tokyo around the end of April due to his school affairs, and other exports of my delegation will also arrive in Tokyo around the end of April, though one of them may come here next week.
Dr. Sawada:
Is there any other thing that you would like to state?
Mr. Yiu:
I wonder if you have any good idea as to ways of conducting the talks. For our side, I think it would be a good idea to hold informal talks from time to time along with the formal committee meetings, as a way to coordinate views of both sides for the rapid progress of our works.
Dr. Sawada:
I have no objection. I am of the view that committee meetings would be held as soon as feasible, and that informal talks be held for espediting the smooth conduct of each committee works.
Mr. Yiu:
Is there any other thing for your side to state?
Mr. Iseki:
I hope we will be able to start holding come committee meetings from next week on if it is possible. I wonder if there is any personnel changes in the formation of committee members of the Korean side. I also hope that we will decide when and which committee meetings can be held.
Mr. Yiu:
There is no change in the Korean side of the members of committees. As regards the question on the committee meetings, why not we follow the past practice of deciding them at the informal meeting between me and Mr. Iseki?
Dr. Sawada:
No objection. Before the session was adjourned, both sides agreed, through consultation between press officers of both sides Mr. Lee Won Kyung for the Korean side and Mr. Miyake Kijiro for the Japanese side, upon a press release for the 15th Plenary Session which reads:
PRESS RELEASE April 15, 1960 On the 15th Session of the Fourth Korea-Japan Overall Talks The 15th Session of the Fourth Korea-Japan Overall Talks was held at the Japanese Ministry of Foreign Affairs at 3:00 p.m. on April 15, 1960. The Korean Delegation was headed by Mr. Yiu, Tai Ha and the Japanese Delegation was headed by Dr. Ranso Sawada. At this meeting, Mr. Yiu and Dr. Sawada expressed their unchanging wishes to settle pending questions between the two countries at am earliest possible date and introduced new members of their respective delegations. Views were exchanged as to the arrangements for the various committee meetings and other talks to be held henceforth.
