GIST OF TALKS
EIGHTH SESSION
PLENARY SESSION OF THE FOURTH KOREA-JAPAN OVERALL TALKS
1. Time and place: From 10:45 a.m. to 11:00 a.m. on May 12, 1958 at Room 411, Ministry of Foreign Affairs, Japanese Government
2. Canferees:
The Korean side : Same as in the previous session
The Japanese side : Sams as in the previous session
3. The gist of talks:
DR. SAWADA:
I understand that the summary record of the 7th plenary session is not ready yet. Therefore, we will proceed to next items.
MR. LIMB:
No objection.
DR. SAWADA:
We have to decide procedural matters on committee meetings.
(Here, Mr. Choi read procedural matters on committee meetings which was agreed by both sides. The teat is attached hereto.)
MR. LIMB:
It is agreed upon, isn't it?
DR. SAWADA:
Yes, no objection.
MR. LIMB:
As to the method on the proceeding of committees works, as I proposed i,n the previous session, the Korean side would like to take up the Committee on Korean Claims and the ' Committee on Legal Status of Korean Residents in Japan at the same time prior to discussing other issues. The reason why we proposed to take these two committees first is that these two issues had been well discussed in the previous conferences, and a considerable agreement had already been reached on certain points, thus making us much easier to reach an agreement on these two issues.
DR. SAWADA:
I agree to your idea to expedite the works of this negotiations as soon as possible. Therefore, I have been doing my possible efforts so that actual works of committees can be started as quickly as possible. As you know well, the five items to be discussed are nearly inter-dependent. Therefore, I am of the opinion that it is most appropriate to function four committees side by side at the same time. However, I wish to assure that after having made careful study on the Korean proposal made at the previous session, the Japanese side has no objection to starting the works of the Committees on Korean Claims and on Legal Status of Korean Residents in Japan first at the same time, with explicit understanding that the Committee on Fisheries and "Peace Line" will be functioned at the earliest date.
MR. LIMB:
Mr. Limb did not say any particular thing.
DR. SAWADA:
Shall we proceed to exchange the lists of committee members?
MR. LIMB:
That is fine.
(Here, the Chief Delegates of both sides exchanged the lists of committee members of each side.)
DR. SAWADA:
(After examiniag the list of committee members of the Korean side) I found that the Chief Member of the Committee on Fisheries and "Peace Line" has not been nominated yet.
MR. LIMB:
The Chief Member will be nominated later as soon as our Government selects a delegate.
MR. LIMB:
I am glad that we have finished the preliminary business of this talks. In order to wind out the preliminary business and to confirm summary records, we would like to hold smother plenary session before the committees start their works.
DR. SAWADA:
No objection.
DR. SAWADA:
How about holding next plenary session at 10:30 a.m. on May 14, 1958?
MR. LIMB:
No objection.
MR. LIMB:
How about having the chief members of both sides meet each other to consult the proceedings of committee meeting?
DR, SAWADA:
Let the chief members of both sides take care of their business.
DR. SAWADA:
We will meet in this room am May 14, 1958, too.
MR. LIMB:
No objection.
MR, LIMB:
How about the press release concerning today's meeting?
DR. SAWADA:
Let the press officers of both sides take care of it as usual.
MR. LIMB:
No objection.

The 8th plenary session of the Fourth Korea-Japan Overall Talks was adjourned at 11:00 a.m. on May 12, 1958.
