TO : His Excellency the President
FROM : Vice-Foreign Minister
SUBJECT: Resumption of the Korea-Japan Talks
The Korea-Japan talks which entered into a year-end and New Year vacation since December 30, 1959 was originally scheduled to be resumed from January 27, 1960. However, all key members of the Japanese Government including Premier Kishi, Foreign Minister Fujiyama and Asian Bureau Director Iseki, who have been out of Japan, will come back to Japan before and on or around January 26, 1960. It is presumed that the Japanese side might come out with a new tactics in its approach to the settlement of Korea-Japan problems.
In order to allow our Delegation to have time to detect what the Japanese approach or tactics would be toward the Korea-Japan talks to be resumed, it is recommended that the Korea-Japan talks be resumed on January 30, 1960. The Japanese side is not likely to raise rarticalar opposition to the three-day postponement of the resumption of the Korea-Japan talks.
If this recommendation meets with Your Excellency's approval, delegates and members of our Delegation will leave for Tokyo on Friday, January 29, 1960 to resume the Korea-Japan talks from January 30, 1960.
Most respectfully,
January 25, 1960
