As reportedpreviously I met top government leaders Ohno, Executive Board Chairman Khono, Foreign Relations Committee Chairman Funada and Ambassador Sawada at 6 this evening and talked for two hours. Though not informed before I learned today Premier Kishi and Secretary-General Kawashima would have also boon present had it not been for urgent matter. Khono did most of talking to me and Ambassador Limb, Khono not only head of Executive Board of Government Party but is a holder of real power and is most feared by anti-main current factions of Liberal Democrats. Khono wanted to be frank with us and we agreed. No said majority of Japanese leaders are not so certain about our intention toward settlement. He said Kishi and Funada have confidence in our sincerity the honest has not so much faith in your sincerity if not suspicious.
He continued in case Korea change her antagonism toward Japan and tries to be friends, he is seriously interseted to do his best for settlement. He said will settle not only Art bjscts issue but other problems as well. Khono also said he himself settled Russo-Japanese fishery and normalization talks but he is not pre-communist. He said he talked with Ishkev and Khrushehev in Moscow but frankly it is more difficult to reach settlement on Fisheries with Korea.
However, he is fully aware of advanced fishing technique of Japan and Japanese fishing boats going out every corner of world to detriment of other nation,
Therefore he understand other nations concerned in this regard. But Khono continued he did not think it right for Korea to draw a line and capture every violator, He is willing to make concession for instance in Art Objects issue. He asked we present our concrete position in relation to other Committees so that Japan can study it thoroughly. In reply I told Khono that it seems Japan only wants to settle fisheries issues, ignoring other matters which are as important. We want Japan to be more sincere in other matters. I said our position is well known to Ambassador Sawada. Ohno then spoke that Liberal Democrats Convention is slated to be on January 17th, so why not settle Korea-Japan issue even before then as we cannot expect Committees to settle it. In conclusion I told them at least Art Objects issue should be settled first to show our people that Japan is doing something. On this Ambassador Sawada repeated that vice-minister Yamada had already told me confidentially Friday, I told him that is not satisfactory. As this meeting was only the first one I did not go into details and promised to meet Ambassador Sawada on Monday or Tuesday next. Details will be reported via pouch.
My impression is that although unknown if acceptable or not, Japan will present something more concrete from now on
