사와다 대사와의 면담 보고

Dear Mr. President:
I called on Japanese chief delegate Sawada at 11 this morning at the Kayu Kaikan (Foreign Office club) to discuss the proposed recess of the talks over the
year-end and other accompanying matters. Minister Yiu and Delegate Lee accompanied me on this call.
Minister Yiu first told Mr. Sawada about his meeting with Vice Minister Yamada the previous day. He said he expressed to Yamada his regrets over the slow progress in the current talk, especially in the Vessels and Art Objects Subcommittees due mainly to the Japanese political situation. Yamada then suggested that he favored a discussion between the top officials of both sides, like Amb. Sawada, Director ltagaki and himself on one side and Amb. Limb, Min. Yiu and Mr. Lee on the other, for the purpose of efficient progress of the overall talks.
With regard to the Japanese proposal to recess the Committee sessions until next January 25, in accordance with the government instructions we told Sawada that we have no objection. However, we pointed out the slow progress made so far which in our opinion was due to indecision and lack of sincerity on the Japanese side. We told the Japanese side that Korea could not afford to keep a full delegation too long, if the overall talks were to remain at the present speed. We regretted that in most of Committee discussions the Japanese delegation merely told us that they had to await decision on policy matters by the top level and such decision was delayed because of the current political situation, etc. We further requested that the Japanese made efforts to expedite the talks with utmost sincerity when the talks are resumed next year. At this point Mr. Sawada said he would exert every effort in order to convince his government of the necessity for a speedy settlement of the pending problems during the recess. He stressed that in his opinion that approach was the best way for successful conclusion of the talks. He also expressed his desire that the talks would progress when resumed.
With regard to the matter of holding a plenary session, Amb. Sawada said that he did not believe it wise to make statements charging either side at such session, because he feared that it would only prompt the Foreign Office and other Government agencies to make counter remarks or excuses, thus giving unfararable publicity to the overall talks. In case the papers report that in the plenary session such arguments or counter arguments arose, it would be only creating adverse effect on efforts which are being made by the factions who favor the solution to the pending problems.
He said that he would not raise objection holding a plenary session on December 20, if this plenary session is only to confirm that the talks would enter into recess on Dec. 20 until Jan. 26. However, he opposed raising questions on substantial matters at this particular plenary session for reasons set forth in the above paragraph.
Then, we said that substantial matters might also be taken up in review of the proceedings of various Committees or Subcommittees. Sawada said in this connection that he could agree on this only if a statement of objective facts about the works of the Committees is to be made upon prior agreement on the draft thereof.
After we came back to the office, we held a meeting among members of our delegation, carefully analysing the situations. It is easily imagined that when we talk about points of our concern, the Japanese will also attempt to refer to the points of their concern, such as fisheries issue, etc., at such plenary session, and in such case, our purpose of holding a plenary session might hardly be met. Thus, we thought over a method that we meet again Sawada at his office to have him express his frank views on the problems on art objects and vessels and that the contemplated plenary session could be held some time early next year to meet our purpose more effectively.
