Excellency:
1. As I covered partly in my political report No.21 last week regarding the revolt in Iraq and subsequent landing the US and British troops in Lebanon and Jordan, the Japanese Government took an attitude that the uprising in Iraq should be interpreted as a domestic issue of Iraq and therefore, a solution must be found through the United Nations.
In reality, the Japanese Government instructed its UN representative, Amb. Matsudaira, to support the US resolution when it was submitted to the Security Council last Thursday. Amb. Matsudaira voted for the US plan, although with certain reservations. Japan took a position that it shared the US view that in view of the fact that the US forces were already in Lebanon, the right thing to do was to take a step which would assist in bringing about a situation where an early evacuation of the US forces would become possible.
In this connection, the Foreign Office here is being criticised not only by the public and press but by therruling Liberal-Democratic Party for making such an apparent about-face within a few hours over the landing of the US forces in Lebanon. Their criticism centered on vacillation among Foreign Office officials. According to press reports, the Foreign Ministry came under fire on two separate occasions, the first at a liaison meeting between the Government and party leaders and the second meeting of the party's Executive Board.
Further, at the above liaison meeting between the Government and party leaders, it was decided to call of Prime Minister Kishi's scheduled visit to Latin America in fall, because of "pressing administrative affairs in the tense world situation today." The meeting also decided to revive the party's Foreign Policy Research Committee which is scheduled to start functioning tomorrow with Mr. Naka Funada as its chairman.
Meanwhile, as Your Excellency is no doubt informed, the resolutions by the US, Soviet Union and Sweden in relation to the Middle East situation were rejected by the UN Security Council, following which the Japanese Government decided to introduce its own resolution calling for"strengthening of the UN supervision in order to make possible an early withdrawal of the US forces and insure the political independence and security of Lebanon." According to the latest report, the Security Council is expected to act on the Japanese plan before the General Assembly meets in its emergency session.
2. In regard to the Japanese decision to parole certain Korean detainees, the situation remains unchanged with the Japanese Government believed to carry out the release decision shortly, just as soon as guarantors for prospective parolees are found.
Meanwhile, our Mindan leaders have been active since last week in an effort to lodge a protest with the Japanese Government against its decision to release those detainees in violation of the existing agreement with our side. Subsequent to a demonstration staged by our Minday members in Tokyo last week (a cable report in this regard was sent to the Foreign Ministry already), another demonstration was staged by some 300 members of our Mindan in the Kyushu area in front of the OMURA camp. Women detainees who were last reported to be still on hunger strike, called off their strike finally last Thursday, July 18, morning, according to the report from our Fukuoka branch.
3. The ninth session of the Vessels Subcommittee was held at the Japanese Foreign Office last Friday, July 18, and 1 believe a cable report has been sent to the Government in this regard by Amb. Limb. 1 understand that no progress was made at this session which was devoted to continued debate on the matter concerning the words: as of Nov. 6, 1951," in the proposed agenda item (d).
It has been arranged at this session that Counselor Choi and Mr. Takano of the Japanese side will have an informal meeting and further meeting will be arranged between the two chief members, in case the former failed to reach any agreement on the matter. The next meeting is scheduled for Friday, July 5.
