Item 1. 19th Session of the Sub-committee on Vessels was held at 3 p.m. on November 11th at the Japanese Foreign Ministry. Next meeting will be held at 3 p.m. on November 19th.
At today's meeting, our side demanded that a reply be given to our request for the return of 31 vessels contained in the first list regarding whether the Japanese side is ready to deliver them to us. the Japanese side stated that it was difficult to give any reply to our request under the circumstances when there existed discrepancies of views on legal basis. It continued that it wanted to proceed to Agenda B, suspending discussions for the time being on Agenda A for its later solution together with the matter under B and D. Strongly opposing to the above Japanese idea, our side repeatedly made it clear that the Sub-committee should proceed to Agenda B only after the settlement of the problem of Agenda A.
Item II. The Japanese side put forward "unofficial" questions on the several vessels in the first list under reference, and our side made reply thereto.
Item III, Judging from the proceeding of the talks, it occured that it is the policy of the Japanese side to make it overall decision regarding vessels' problem in relation to other matter after discussing through all of the 4 agenda items of the Sub-committee. Under the circumstances it is recommended that an overall list of vessels within the scope of Agenda A be presented to the Sub-committee at its next meeting with a view to countering at this stage the Japanese idea to pass into Agenda B and also to expediting the discussion on Agenda item A,
Government's instructions in this regard would be highly appreciated.
