Dear Mr. President:
As reported by cable No.MT-077 of June 17, 1958, the third session of the Vessels Sub-cimmittee was held at 10:30 a.m., Tuesday, June 17, at the Japanese Foreign Ministry.
Our aide insisted that it was irrelevant to take up the matter concerning the so-called 141 fishing boats (those seised by our side on the charge of violating Peace Line) at this Sub-committee, and also that it is beyond the competence of this Sub-committee to refer to the matter in question. The Japanese side came to state that the matter could be shelved to the higher level (the chief delegates of both sides) for its decision on bow to deal with it, and that, pending the decision, the Sub-committee will proceed with the four(4) agenda items as adopted as of November 6, 1951, exclusive of the problem of other fishing vessels than those which were discussed at the Committee on Vessels of the Ist Korea-Japan Conference to 1951.
In this connection, our side told the Japanese side that it was not proper even to talk any more of the matter in question at this Sub-committee, reiterating our position that this Sub-committee has no competence to deal with the matter. The Japanese side said that it will give us a reply at the next session after its further study on the matter and consultations with various Ministries concerned.
The next meeting will be held at 10:30 a.m. on June 21 (Saturday), 1958.
