3. Gist of Talks:
Mr. Awasawa:
I would like to open the first meeting of the Sun-Committee on Vessels of the Committe on Korean Claims. I wonder iff you have any parti-cular idea in mind as to the proceeding of this meeting.
Mr. Lee:
I am afraid that we don't have any particular idea. Rather,if the JApanese side has any apecifies preposition to make at this meeting either as to the proceeding or in connection with adopting agenda of the Sub-Committee, plese, let us know.
Mr. Awasawa:
We, too, do not have any particular proposal in this regard.
(Than, silence fall upon conference table for a moment)
Mr. Lee:
Taking into consideration the undestandings reached at the previous First, second, and Third Korea-Japan Conferences and the "Agreed Minutes" of December 31, 1957 between our two countries, I think we may as well begin with the problem concerning the return of vessels of Korean registry and, subsequent to satisfactory settlement of the issue, proceed with the problem on the return of vessels located in Korean waters on or since 9 August 1945.
Mr. Awasawa:
It is my understanding that the problems on the retum of the *five veasels.* loered to Korea and on the "fishing veasels" should also be the main subjects of our discussion. Nevertheless, I would like to remind you that this is nothing but my own review. The Japanese side is not yet prepared to put forward any concrete proposal in this regard. The matter is now being considered. Therefore, we may be able to make necessary proposals on the Agende, if any, at the next meeting.
Mr. Lee:
Since the problems on the so-called "five vessels" and other fishing vessel.* were thoroughly discussed in the courses of our talks at the previous Conferences, and, more-over, taking intoconsideration the very nature of thia Sub-Committee, I do think there will be some particular reasons for decuasing the problema here.
Mr. Awasawa:
I do not take this matter in such a way as you think. The Japanese side, however, will look into it, too.
Mr. Lee:
I would like to formally propose here to place the following two items on the agenda of this Sub-Committee.
1) Return of vessels of Korean registry:
2) Return to Korea of yeassis located in Korean waters on or since August 1945.
Those two items are identical with the propoanls which the korean side made during the talks at the previous Conferences. I want to add in this regard that the item & be taken up at this Sub-Conmitte after we have come to a satisfactory settlement of Item 1.
Mr. Awasawa:
Your proposal for the agenda seems to stand. However, I am afraid there may arise, in the course of our discussion on the subject matter, some points on which we may not be able to come to agreement separataly from other point. Any-how, we would like to have time to review tho proposal more in detail.
Mr. Lee:
we have spent a good deal of tiem for no subatantial discussione. I hope therefore, that both side get down to subatantial work and do their utmost to bring about an early solution to the problems at issue.
Mr. Awasawa:
I am of the same opinion on that point. I would like to know for my reference what would be the content of the subject items. That will be helpful to our study ont the metter.
Mr. Lee:
If the agenda be adopted and substantial discussion go on, the content of the subject items will automatically be brought to light. So, I do not see any particular neceessity of disclosing it here now.
Mr. Awasawa:
As regards the next meeting, how do you like to set the date?
Mr. Lee:
How about holding the next metting on next Tuesday (June 10)?
Mr. Awasawa:
Please allow us more time.
Mr. Lee:
When does the Japanese side think it convenient, thean?
Mr. Awasawa:
It will be convenient for us if we could call the next meeting sometime between the 11th and 15th of June.
Mr. Lee:
Those dates are rather too later. How about June 10? And it would not matter, as far as we concermed, the aet the time in the late afternoon.
Mr. Awasawa:
On June 10, the Diet is scheduled to be convened.
Mr. Lee:
Then, there in nothing for us but to wait. 11th of June will be all right.
Mr. Awasawa:
I wonder if the Korean side agrees to 3:00 p.m.
Mr. Lee:
No objection. And places
Mr. Awasawa:
Here, Room 411.
Mr. Lee:
By the way, what shall we do about the press release?
Mr. Awasawa:
(...Silent...)
Mr. Lee:
Let me propose that the both sides name their respective representatives so as to take care of the press release.
Mr. Awasawa:
No objection.
Mr. Lee:
The Korean side would like to designate Mr.Chin.
Mr. Awasawa:
The Japanese side will designate Mr. Suganuma as his counterpart.
Mr. Lee:
That will be all right.
