TWELFTH SESSION SUB-COMMITTEE ON OTHER CLAIMS REGARDING KOREAN ART OBJECTS

3. Gist of Talks:
Mr. ITAGAKI:
As I informed you already at the previous session, Mr. TAKANO his leaving his post at this sub-committee for a new assignment. He would say a few words.
Mr. TAKANO:
It is with regret that I must leave from this committee, contributing little towards the settlement of problems. Though I leave from the Japanese Delegation to the Talks, I will be still working in the Foreign Ministry. Therefore, I wish I could do something for the improvement of Korea-Japan relations from another direction.
Mr. CHOI:
I would like to avail myself of this occasion to express my thanks on behalf of the Korean Delegation to Mr. TAKANO for his contributions rendered to the works of this sub-committee. We would miss him, but, since he would still be working in the Foreign Office, I wish his future works there would as well contribute directly or indirectly to the settlement of pending problem.
(Mr. TAKANO withdrew himself from the conference room, expressing his thanks to the Korean delegation.)
Mr. ITAGAKI:
Entering into the session, the complicacy in the recent Diet proceeding has made the Government be unable to produce instructions to this delegation on the matter of art objects, though discussions on a higher level have been made on this matter during the week. As was informally notified to Minister Yiu, the higher level is of the opinion, that, since it seems to be difficult to reach a conclusion before the end of the year in view of the pressure of works on the part of the Government and the Party in connection with the New Year. Budget problem, etc., it is advisable to recess the Talks for the New Year season and start the meeting. of the various committees anew early next year.
Mr. CHOI:
Have you any other thing to say?
Mr. ITAGAKI:
No, not particular. But I must add that we are unable to enter today into substantial discussions at this sub-committee, which I regret very much.
Mr. CHOI:
It is true that the year is drawing near to its end, but, when the end of the year is drawing near, it is our practice and custom to make more efforts to settle the pending affairs before the year end so that we could welcome the new year with clear hearts. I think that is a well observed custom of the oriental countries including Korea and Japan.
As to the proceeding of this sub-committee, I have not received any new instructions from the higher level of the Korean delegation. Therefore, untill otherwise instructed from the higher level, I consider that it is our duty and mission to continue our tasks here at this sub-committee. In view of the above, I would reserve any comment on your suggestion regarding the proceeding of this sub-committee.
Including today's session, this sub-committee has held 12 meetings. Enough and full opinions on Korean art objects have been given and our side has presented the first gist of our request in the course of the sub-committee meetings, and it is true that, by now, a positive step should have been taken by the Japanese side for the settlement of the problems this sub-committee is to deal with. Needless to reiterate, I have attended this sub-committee since quite a time ago with strong expectations that there would be a constructive response from the Japanese side to the Korean request.
The Japanese side, however, has been delaying to make a reply under the excuse of difficulties in the domestic politics, etc., but, to be frank, I can say that such has nothing to do with this international problem, and further that such an internal affair does not constitute in any way an excuse for delay in the proceeding of international negotiations.
It is my strong belief that, only if the Japanese side had an intention to settle the matter, this pending matter would be settled without any difficulty at all. The Japanese side has hitherto put forth its own excuse one after another for the delay in the proceeding of the sub-committee's works, without showing any sincerity to bring about an early settlement of this problem.
I wonder what would be your opinion to my suggestion that we make more efforts to settle this problem before the end of the year so that we could give a good news to both Korean and Japanese peoples who have waited for 8 long months for a good outcome of the works of this sub-committee.
Mr. ITAGAKI:
As for the Japanese delegation, we have tried hard to bring about a conclusion at this sub-committee before the end of the year, but, as has been said, we haven't received any instructions from the Government in connection with this matter.
Of course, we know that the internal difficulties our Government faces could not be any excuse applicable to your side, but we have had to refer to such difficulties in order to explain our situation under which the decision regarding the art object matter has not been made. We, too, have full desire to settle the pending problem on art objects, but, if the domestic situations did not turn out good for the solution, even the Prime Minister could do little about it, no matter how much he personally desired to settle the problem. Also it is a prevailing view of many higher authorities that the settlement of this matter be made along with and in connection with other pending problems.
It is my impression, therefore, that the settlement of the art objects matter before the end of the year would be much difficult. I feel it would be wise to recess the Talks for the time being and, after restudying the various problems concerned, start our works again in the New Year.
Mr. CHOI:
As I repeatedly made clear, this problem should not be connected with other problems. This is a very clear and simple problem which can be settled easily with your sincerity.
With regard to the matter of recessing the meeting of this sub-committee, I would not make any comment thereon, as I have already reasoned about it.
If we raise the matter of internal situations, our side, too, has its own situations. As you might be busy in the New Year season, so will our delegates be to the equal extent. They have come here from Seoul to work out the successful conclusion in the present Talks, inspite of their duties in Seoul and also their personal inconvenience in staying for so long time in a foreign country. What I would like to emphasize here is that, though both sides may be busy, we should try hard to bring about a result in our works before the end of the year.
Mr. ITAGAKI:
I fully understand your position as a member of the Japanese delegation, and I am ready to proceed with substantial works of this sub-committee whenever instructions are given by the Government. Besides, the Government will be quite busy on account of the budget affairs.
Mr. CHOI:
I hope you would keep pounding regarding the problem so that you could obtain your Government instructions at the earliest possible date with a view to working out a settlement before the end of the year.
It must be noted that the task we are working for would be, when settled, a stepping stone to the smooth and expeditious proceedings of other committees' works. In view of the significance thereof and the commanding demand for the settlement of the pending problems between both countries as early as possible, we must work harder then ever, to reach the target.
Mr. ITAGAKI:
Your views and stand will be conveyed to the Government.
Mr. CHOI:
Have you anthing to say?
Mr. ITAGAKI:
Nothing particular. How about setting the date of next session after the meeting of Ambassadors Sawada and Limb early next week?
Mr. CHOI:
Pending instructions otherwise, we must proceed the sub-committee's works as usual. Therefore, I think we must set the date of neat meeting.
Mr. ITAGAKI:
Then, how about temporarily setting the date of next meeting at 10:30 a.m. on December 20, 1958?
Mr. CHOI:
No objection.
REMARKS:
Before the meeting was adjourned, both sides agreed to the joint press release which reads: "the sub-committee continued discussions on art objects, and it was decided tentatively that the next meeting would be held on December 20, 1958."
