GIST OF TALKS FOURTH SESSION SUB-COMMITTEE ON OTHER CLAIMS REGARDING KOREAN ART OBJECTS, COMMITTEE ON KOREAN CLAIMS

3. Gist of Talks:
Mr. ITAGAKI:
Regarding the Art Objects, the Korean side requested us at both second and third Sessions to deliver to it the answer of the Japanese side. We have requested the Government for its instructions, and the high levels of the Government, including the Prime Minister, are still studing on this problem with sincerity. Since this is involved with the internal politics, it is very difficult to put forth a conclusion at present. Therefore, we wish you would wait a little more. I regret to say so, but we can not enter today into a substantial discussion.
Mr. CHOI:
You say that you have not yet received your Government instructions concerning this matter. A considerable time had passed before the Overall Talks was reopened, Further, more thsn twenty days has elapsed since the Sub-committee on Art Objects was reopened. Don't you think, therefore, that, by now, we have had more then enough time for such decision ?
Mr. ITAGAKI:
On that point, we too are in difficulty. Since this matter Is concerned with its fundamental problem, we can't do anything without Government's instructions. Besides, the internal politics having been involved rather than the theoretical arguments, we are yet unable to enter into discussions on the details.
Mr. CHOI:
Though you repeat that the Government instructions are not given, it is an ordinary international practice that the art objects are, being different, from others, to be returned to the country of their origin, in view of the particular love of a people to their cultural inheritages. Therefore, it would not be difficult, if the Japanese side would try to settle this problem with sincerity. As to your "internal problem," which I am not in a position to mention, I don't see why this should be so controversal, since even a number of Japanese people would comprehend the justifications in returning the art objects to the country of their origin. I am simply at a loss to understand that the return of the art objects is difficult to decide on account of the internal situation.
Mr. ITAGAKI:
I fully understand the cause of your feeling for return of art objects, and we are also trying to realize it. Though there exists doubt as to the justification in returning the art objects to the country which has become independent, we do not make any argument thereon. We have tried to settle this matter for the sake of the success of the Talks. Further, it is the view of the Prime Minister, as I understand, that this problem should be settled down, putting the internal situation fully in consideration.
Mr. CHOI:
I have expressed my view in connection with our request for the list of art objects to be returned to us on the basis of practical view points rather then of theoretical argument. Now, when will you let us have the concrete knowledge on the list of the art objects
Mr. ITAGAKI:
Since this is deeply related with the fundamental policy of the Government, I can not answer without its instructions.
Mr. CHOI:
Since you have said that you would try to settle this matter, with sincerity, I will repeat my hope that you will quickly bring the metter to its end. Further, I would like to invite your attention to the fact that the earlier settle-ment of thin problem would be helpful to the smooth proceeding of the other works of the Korea-Japan Talks.
Mr. ITAGAKI:
We have already conveyed the significance of the subject affairs to our seniors, and we would pay effort to settle the problem along that line.
Mr. CHOI:
Frankly asking, when can we expect your answer ?
Mr. ITAGAKI:
I regret to say so, but I have no knowledge as to when, since the Prime Minister said nothing about it. We have to consider the internal situations which may affect the solution of this problem. We may only invite chaos if we take a hasty action. I feel it is difficult to answer you before the end of one or two weeks from now, but I do not think It will take too long time.
Mr. CHOI:
You must know that this problem is not a new one. We have discussed on this matter since last year when the Preliminary Talks were being conducted. It, therefore, is quite unexpected and regrettable to hear from you at this stage rather ambiguous remarks.
Shall we meet again at 10:30 a.m. on October 25, 1958 (Saturday) ? But, I hope you would continue to try to bring about the earlier settlement of this problem.
Mr. ITAGAKI:
No.objection.
REMARKS: Before the session was adorned, both sides agreed to the text of the press release for the meeting which reads: "Both sides agreed to continue the discussions on art objects, and it was decided that the next meeting of the Sub-committee would be held at 10:30 a.m. on October 25, 1958."
