MEETING ON ADMINISTRATIVE LEVEL BETWEEN THE TWO DELEGATIONS
1. Time and place: From 3:30 p.m. to 6,30 p.m. on April 21, 1958 at Room 523 of the Japanese Foreign Office

3. Gist of talks:
MR. CHOI:
I would like to know whether your side considered my idea on the machinery of the overall talks.
MR. TAKANO:
We like to start with five committees at least at the beginning. The question of rearrangement or reorganization of committees may be considered at a later stage according to progress of talks.
MR. CHOI:
(Explaining again the position of the Korean side regarding the composition of committees,) (Counsellor Choi) expressed hopes that the Japanese side would consider favourably the Korean proposal in this regard so that committees be set up at the second plenary session tomorrow for placing the works on the line after that.
MR. TAKANO:
I agree with you that committees be set up at the second plenary session tomorrow but I insist upon setting up five committees as was the case in the previous conferences.
MR. CHIN:
In order for economising time, may I propose that Mr. Suganuma and I start to draft the scheduls, agenda and joint press release, etc, on the points understood in preparation for the second plenary session tomorrow except the question pending on the composition of committees, for which Counsellor Choi and Counsellor Takano, would continue discussion.
(Thus, the drafting work started.)
On the basis of prepared draft texts concerning schedule, agenda and press release, discussions were made for a while between Mr. Chin and Mr. Suganuma concerning expressions and wordings in drafting those papers.

MR.CHOI:
What would be the matters to be taken up at the second plenary session tomorrow?
MR. TAKANO:
We might limit them to the points agreed upon up to now. However, I don't understand why you so strongly insist on your own idea from the beginning.
MR. CHOI:
Our proposal concerning the composition of committees is logical, reasonable and practical as I repeatedly explained to you. Your counter proposal in this regard only based on internal technical reasons is hardly convincing.
MR. TAKANO:
Each side explained its position thoroughly in this connection. (At this stage, Mr. Choi reported the situation to hie a superiors.)
MR. CHOI:
Position of our Delegation is very strong in this regard as our proposal is not illogical nor unreasonable one. I don't know any value or significance on holding the second plenary session tomorrow for the reason that main job to be done at the meeting tomorrow would be to complete committees and sub-committees for placing the job on the line. (The above remarks were made upon instructions from Mr. Choi's superiors through telephone.)
MR. TAKANO:
Is it your personal opinion or ?
MR. CHOI:
It is the opinion of my Delegation.
MR. TAKANO:
It is very important. I must convey correctly what you have declared now. Would you please give me a clear-cut statement an what you have said now. Do you mean one of the following two? In case, the problem under issue could not be solved by the tomorrow's session: (1) . No significance of holding session tomorrow; (2). No actual taking place of tomorrow's session.
MR. CHOI:
I hope you will not distort what I intended to say. We strongly hope that the second plenary session will be a successful one with a view to having the overall talks be placed on the right line. The following are what I meant,: "My Delegation believes that unless there is good prospect for arriving at successful conclusion on the problem at tomorrow's meeting, it would be of little significance to have the second plenary session tomorrow." I hope you will neither add nor cut down any words from the quoted remarks of mine.
MR. TAKANO:
I think we should be practical. If it is called as committee or sub-committee, or so on, would it be so important. I don't understand why you insist se strongly in this connection.
MR. CHOI:
That is exactly the question I would like to raise. I hardly understand why your side insist on your side so strongly with simply unconvincing reasons.
MR. TAKANO:
According to Agreed Minutes on December 31, 1957, the same five items are to be discussed at this Talks.
MR. CHOI:
No.If you carefully read the Agreed Minutes, you will realize that they have nothing to do with the number of committees to be set up. Reference is made to subjects of discussion in the documents, but no mention was made regarding the composition of committees.
MR. TAKANO:
It is my personal feeling that, pending the problem, your side is "refusing" to have the second plenary session.
MR. CHOI:
No, that is not the case. It is your side that is "refusing" to start actual works I hope you mill accept our proposal.
MR. TAKANO:
I have studied it.
