SUMMARY RECORD ON A MEETING ON ADMENSTRATIVE LEVEL BETWEEN THE TWO DELEGATIONS
1. Time and Place: From 1:00 p.m, to 4:30 p.m. on April 19, 1958, at Room 523 of the Japanese Foreign Office.
2. Conferees
The same as in the previous meting on April 18, 1958.
3. Gist of talks:
COUNSELLOR TAKANO:
I would like to convey the opinion of the Japanese delegation that there would hardly be any reasons to change the organization of the overall talks now and therefore, the number of committee will be five as before. Wehave exausted reasonings regarding the problem. Aside from the reasons as I referred to yesterday, on why we insist on having 5 committees, it is almost impossible to consider the change of organization now at this last hour when we had only a few days till the 2nd plenary session, in view of procedural and technical reasons.
COUNSELLOR CHOI:
In view of the fact that the nature of the problem of vessels falls under the category of property and claims, it is reasonable and natural that the ressels problem should be incorporated into the property claims committee. Considering the particular background of the vessels committee that it was set up prior to the opening of the Ist overall talks and later the committee was included under the unbrella of the overall talks as a committee, it would not be reasonable nor practical for your side to insist on the old organisation. I think it is certainly an improvement to incorporate the two similar nature of problems under a committee Further, when the problem of vessels is considered to be cooperatively simple, it is hardly understandable why this reasonable and logical proposal of ours is not agreeable to the Japanese side, if your side is sincers enough to start actual works as soon as possible,
COUNSELLOR TAKANO:
From technical reasons, it would be very difficult to consider the change of organisation and personnel which is subject to approval at the Vice Ministers, meeting and the Cabinet meeting. Therefore, I think it would be the best idea that, after starting as it is, we may consider the re-arrangement of the organization according to the progress of the conference.
COUNSELLOR CHOI,
When I had consultation with Ambassador Limb regarding the question, my impression was that Ambassador Limb had a very nice talks with your chief delegate Mr. Sawada at the letter's informal luncheon regarding the composition of committees.
COUNSELLOR CHOI:
I think you have no objection to setting up a sub-committee on Korean art objects? As the problem was handled in Oral Statement, it is quite reasonable to have a specific sub-committee under the claims committee.
COUNSELLOR TAKANO:
Doing so would bring about adverse affect upon the realistic settlement of the problem. There are broadminded persons in Japan, but the trouble would be with those narrowminded persons concerned. It would be good to settle the art object problem quietly.
COUNSELLOR CHOI.
I wish that you would agree to our proposal. How did you decide regarding the "general statement"?
COUNSELLOR TAKANO:
In consideration of talks in this regard with Mr. Limb, Mr. Sawada thinks that the plan can be cancelled though he wanted very much to road a general statement at the 2nd meeting.
COUNSELLOR CHOI:
Mr. Sawada's feeling in this regard is encouraging.
COUNSELLOR CHOI.
Pending the solution of composition of committees, shall we complete the firing of language problem? As one understood, Korean side will use Korean or English and Japanese side will use Japanese or English. For interpretation service, I like to propose as follows: When necessary, either side will provide its own translation service for comprobenoton of the language spoken by the other olds. In other words, the responsibility for understanding What is stated will restwith the listening side.
COUNSELLOR TAKANO:
No objection.
MR. SUGANUMA:
Regarding the Korean propoeal on the naming of three committees, I like to express our view that we agree to the Korean proposal on the naming of the Basic Relations Committee, that the Fishery Committee be named as Committee on Fisheries or when the name is not acceptable to the Korean side, as Committee on Fisheries and *Peace Line and that the Resident Committee be maned as Committee on Status and Treatment. of Korean Residents in Japan. As you see, the wordings in naming three committees, the exact relevant wordings from the Agreed Minutes are used.
MR. CHIN:
On our proposal, we did put the quotation on the word of Peace Line in naming the Fisheries Committee. I hope that the Japanese side reconsider the Korean proposal in this regard.
MR. SUGANUMA:
How about finalizing the wordings in naming these committees at the tomorrow's meeting upon reconsideration of proposal and counter proposal by the both sides.
COUNSELLOR CHOI:
When organisations be completed, our side would like to proceed first with simpler problems, namely, such as Korean residents problem, art objects, and vessels problem. (The Japanese.side did not raise any particular objection to the above suggestion by the Korean side.) Counsellor Choi presented a written proposal to Mr. Takano regarding the exact wordings on the claims committee and three sub-committees thereof as follows: Committee on Korean Claims aganist Japans (1) Sub-Committee on return of Vessels, (2) Sub-Committee on return of Korean art objects, and (3) Sub-Committee on other claims.
COUNSELLOR
In-asmuch as the claims committee will handle Korean claims aganist Japan, I hope that our proposal as presented now will be favourably considered by the Japanese side.
COUNSELLOR TAKANO:
This is what you have hit told us. The question of naming the committees will be subject for later discussion pending the solution of the composition of committees.
COUNSELLOR CHOI:
I like to repeat my view and sincere desire and hope of the Korean delegation that the Korean proposal regarding the composition of the committees will be favourably considered so that the composition of committees will be completed at the second plenary session on April 22, 1958 in order to place the works on the line after April 22, 1958. I would like to state that I take a firm stand in this matter.
COUNSELLOR TAKANO:
There will be no hope or prospect for any change of organization, although I did all I could. I hope that the Japanese proposal be favourably considered by the Korean delegation
