A MEETING ON AN ADMINISTRATIVE LEVEL CA◆…◆ FOR DRAFT ◆◆ STATEMENT TO BE RE◆…◆, REMARKING THE R◆…◆TION OF THE OVERALL TALKS.
 
1. Time and place : From 9:30 a.s. to 10:30 a.m. on April 10, at Noon 320 of the Japanese Foreign Ministry.
 
2. Conferens:
The Korean side : Counsellor Kyu Ran Choi
First Secretary ◆il Shik Chin
The Japanese side : Mr. Suganuma, Chief of the Asia ◆irat Section of the Foreign Ministry
 
3. Qist of talks:
Mr.CHOI :
Did you find, Mr.Suganuma, any ancouraging ideas in connection with the problem of the last phrase of your draft statement?
MR. SUGANUMA:
well?
Mr.CHOI :
By the way, I found that it is all right to put the word "meaning" to the "Korea-Japan working committee" in the second paragraph of your draft statement. This is rather a metter of miner change for gra◆…◆ reasons, T think, Howerver, in view of the longthy name of the committee, I would talk it better to put the word "meeeting" before the Committee, instead of after the committee so that it will read "tje Meeting of the Korea- Japan wording Committee". And the word "meeting" should be ◆◆pitalised for gramational reasons, too.
MR. SUGANUMA:
No objection, That would be fine.
Mr.CHOI :
There are "sl◆◆nate" on three points : Two of them, as you see, are in the first paragraph of the draft statement and there is one is the ◆…◆ paragraph on "the Republic of Korea and Japan", "Korea-Japan Conferences" and "the Korea-Japan working Committee."
MR. SUGANUMA:
I agree with you iniidentifying these three alternats.
Mr.CHOI :
Now, may i expect to have your views on the problems of the last phragraph of the draft statement?
MR. SUGANUMA:
On our part, we studied over the question, but found it rather nessasery to keep the last phrase in question in the statement, in view of the domestic political reasons and with a view to saving face on the Japanese side. Otherwise, it would be a complete de◆◆eat on the part of Japan.
MR. CHOI:
No, it is not true to say that it would be a Ja◆◆◆◆on your side because of the dele◆◆◆◆ of the last pharase. Would you read today's morning paure regarding the Korean-japan talks? It is very harmrul to our ◆…◆tive afforts to open the way for highler level talks , in the light of possible repercussious in Seoul to be ◆◆used by such uni cunded news story. (5 one morning papers reported to the affect that it was agreed that the third repatriated of Japanese fisherman will be made on April 17, 1958, and the 4th repatriating of the remainder by the end of April.
Minister Yiu charged that the news article is entirely groundless by releasing a written statement to the press.)
MR. SUGANUMA:
I read the news article regarding Japanese fisherman. You are well award of Japanese jouralism. But I tell you that the JApanese Government has to make supplementary comment or ◆◆◆◆ ment regarding the problem of the reputristion of Japanese fishermen when we suppose that tht last phrase of the Japanese proposed draft is going to be deleted,
MR. CHOI:
Taking into acoount the domestic political reasons of the both sides, I can go so far to modity the last phrase by inserting words whichd could imply a little were MR. CHOI:...MR. CHOI: thing. What could be the generally accepted term of the long title of the "memorandum of understanding, etc.", regarding the detainee issue? Isn't it " agreement on mutual release of detainment" That would be the only way for adjusting the views to insert the above generally accepted term in working out natually amtisfactory statement. Put being the view strictly personal one or mine, this would be withdraw when you are net ready to make reconciliation.
MR. SUGANUMA:
I don't believe there would be any reason why the question could not be mattled. I am sorry, MR. Choi and Mr.Chin, due to an ungent matter, I have to be back to my office by 11 o'clock if you please ◆◆◆◆se me. I went to continue the meeting sometime this afternoon and I will give you a ring for the definite time for this afternoon in meeting. Please do not think that this meeting case to a deadlock.
MR. CHOI:
Then Mr.Suganuma, ◆◆all we understanding regarding the progress of this meetiong as follows:
1) both side on administrative Level agreed on the wording of the draft statement from the beginning up to the words... December 31, 1957, provided that the question on the last phrase that "including ..." :is settled. (In accordince with the draft text submitted by Mr.Yamasima at 2:30 p.m. on April 9,1958)
MR. SUGANUMA:
It is also my understanding.

4:15 p.m. on April 16, 1958
 
At 4:15 in the afternoon, both since a ◆…◆ talks on the drafting of the statement.
 
Arguments want on for little wille as the Japanese side maintained 1st ◆◆and to add the words "including the problem of the repectriatic of the Japanese fisherman" or to insert words "incluing the problem of setting the repatriation progress...me" which our side immediatly rejected because of its being all the words.
 
Our side maintained that the words "including the agreement on nutual release of datain◆◆◆" we ad◆ed instead of the above Japanese proposed words at the end of the draft ststement. At around 5:00 ◆'sides the Japanese side case to propose that the words "including the problem of the repatriaties of the Japanese fishermen" called be daleated if the Korean side could drop the words "including the agreement on mutual release of dataineen". At this point, in according with the instructions from both Japanese Am◆◆◆ador Kim and Minister yin, our side t◆…◆ the above Japanese proponal and the full text of the agreed draft statement reads as follows.
 
" The Government of the Republic of Korea and Japan will resume the overall talks on April 15, 1958, and will discuss the issues shich have been pending since the first, second and third Korea-Japan Conferences.
The two Government have also agreed to resure on the same day the Meeting of the Korea-Japan working Comittee to dicuss for settlement the implementation of the terms agreed on December 31, 1958."
 
In this connection, the Japanese side accepted our strong request that no supplementary statement or comment on the draft statement would be made by the Japanese Foreign Office in connection with the statement.
 
The meeting was closed at 5:30 p.m.
 
Me◆◆rs, Choi and Chin came back to the ◆◆◆◆ion and reported on the meeting to Chief and ◆aputy Chief of the Mission who approved the two administrative officials' report. And instruction were given to Mr.Choi to inform the Japanese side of the approval of the draft statement. By an exchange of telephone conversation there after between Mr. Choi and MR. SUGANUMA both sides confirmed the approval by the Chief ot the Korean Mission and the Japanese foreign Minister to the draft statement (around 7 p.m. on April 10, 1958.)
