Dear Mr. Ambassador:
1. You are instructed to resume on April 15, 1958 the meeting of the Korea-Japan working committee, which has functioned since the early part of January, 1958, to discuss for settlement the implementation of the terms agreed on December 31, 1957,
2. At the above working committee, our side should be represented by the exactly same members who have participated in the previous meetings of the committee, we are intending to impress the Japanese side that the committee meeting is really continuance of the previous meetings.
3. Since the working committee continues to function, not being a separate committee set up within the forthcoming Korea-Japan overall talks, the proceeding of the working committee is logically independent of the proceeding of the overall talks. Thus, the proceeding of the former does not affect the one of the latter, and vice versa. The result of the this committee meeting is no subject which is reported to the plenary session of the overall talks, but it should be conducted under your responsibility and reported directly to the home Government.
4. As the Joint Communique released by you and Japanese Foreign Minister on April 11, 1958 made it clear, the meeting of the working committee is resumed to discuss for settlement the implementation of the terms agreed on December 31, 1957. As soon as the committee meeting is convened, you are instructed that our representatives should strongly request the Japanese side for answering the following questions: 1) whether the Japanese will repatriate the whole Korean detainees of postwar category to the Republic of Korea without delay; 2) how the Japanese Government took into consideration the necessity for livlihood of the Koreans of pre-war category released in Japan; 3) when the Japanese side will present to us the list of Korean art objects which will indicate evidence of Japanese sincerity, and whether it is ready to deliver the 106 objects which it promised to deliver us and the 400 articles which it said transferrable to us.
5. With regard to such Koreans as allegedly desiring to go to north Korea, government position remains unchanged. According to your report, the Japanese side assured us that the Koreans in question would never be sent to north Korea nor released in Japan. Then, please ask them whether the Japanese is intending to detain them for indefinite period.
6. As to the 422 Japanese fishermen, you are authorized to inform at appropriate time after the resumption of the working committee, that the third group of them (300) will be repatriated soon„
7. You are strictly confidentially informed that the Government is planning to repatriate the third group of Japanese fishermen on April 22, 1958 in the expectation that around that time as soon as the Korea-Japan overall talks as well as the working group committee will successfully conducted will
