Excellency:
In line with Your Excellency's approval as indicated in the attached record, the Foreign Ministry will take the following measures:
1. The Foreign Ministry will advise the Home Ministry to proceed with the repatriation of Japanese fishermen in accordance with the list prepared jointly by Foreign Ministry and Home Ministry so as to effectuate the repatriation either on January 31 or on February 1, 1958.
2. The Ministry will notify the Tokyo Mission of the above decision and let the Mission inform the Japanese Foreign Ministry thereof. Names of 300 Japanese fishermen to be repatriated will be sent to the Mission for delivery to the Japanese Government. The Ministry will notify the Mission, as soon as it receives information from the Home Ministry, of the details on the names of vessels and the date of arrival in Japan of our repatriation vessels.
3. With regard to other matters including the above, the attached instructions will be dispatched to Amb. Kim.
