Dear Mr. Ambassador:
This is to acknowledge the receipt of your cable TS -910139 dated January 21, 1958 in which you reported on the proceeding of the working committee for implementation of the terms agreed upon at the conclusion of the preliminary talks.
At this stage of negotiations with the Japanese at the said working committee, please observe the following instructions:
1. Our negotiators are especially required to be coolheaded in their approach to every problem and in the discussions with the Japanese negotiators, and they should never break off the meeting or walk out of the meeting on ther own initiative. They should, at the same time, impress the Japanese side with calm conduct that our Government is most sincere to honor the agreed terms and expedite their implementation. Tor this reason, even at times when our negotiators are waiting for instruction from home government, they should continue with patience the working committee meetings, avoiding any indefinite adjournment.
2. With regard to Item 2 of the above-cited cable of the Mission, you are instructed to request the Japanese side to assure us into official record, the points of their remerks 1) that those Koreans in question should be deported to the Republic of Korea, without fail and therefore, those Koreans were included in the list they prepared; 2) that they would never be deported to north Korea; but 3) that it is impossible for them to give firm assurance that the Koreans in question would be deported to the Republic of Korea without fail.
Then, please ask the Japanese side as to whether it is intending to release those Koreans in question from the detention camps or continue to detain them. If the Japanese side is thinking of giving them` free choice of residence`, accept the Japanese position so that all of the Koreans of post-war category may be released in Japan. This would be a terrible blow to Japan in their deportation policy. If the Japanese side is intending not to repatriate them to the ROK, please tell them outrightly that we cannot but consider it as a Japanese flagrant violation of the agreed terms. We cannot be satisfied with this 'partial fulfillment'
3. With regard to Item 3 of your cable, you are permitted to present the lists of Japanese fishermen, in simultaneous exchange for the relevant lists with Japan. You are exclusively informed that the presentation of such lists does not necessarily mean that all those listed should be repatriated even in case that the Japanese side fails to honor the agreed terms.
4. The Government is planning to repatriate the first group of Japanese fishermen of 300 by a Korean vessel by the end of January, 1958. You will be informed very soon of the list of those 300 fishermen Japanese with, You are exclusively informed that the first group will include those who are old and sick people and those comparatively longer detained.
