Dear Mr. Minister:
1. I wish to acknowledge with appreciation the receipt of your letter of January 17, 1958, concerning the implementation of the terms agreed upon at the conclusion of the preliminary talks. I am grateful for all your guidance contained in this letter and am determined to follow them to the best of my ability.
2. Regarding the list of our art objects, as reported by my cable No.TS-910139 of January 20, the Japanese side notified us at the January 20 meeting of the working committee, summary records of which is enclosed herewith, that it was ready to deliver the lists to us, together with the lists of Korean illegal entrants, both now under detention and out on bail, in exchange for the lists of Japanese fishermen. However, this office has not given the lists of the Japanese fishermen to the Japanese side, in accordance with your instructions in your official letter, Woijung No.112 of January 14, 1958.
3. As regards the question of those Korean illegal entrants allegedly desiring to go to north Korea, as 1 reported in my cable cited above, our side strongly insisted that Koreans of this category should be made no exception and be deported to our side along with other illegal entrants now under detention.
As mentioned in my cable, the Japanese side told us that in principle such Koreans should also be deported to our side and that it can promise that they would never be sent to north Korea. However, the Japanese side said that it cannot give us firm assurance that all such Koreans would be sent back to our side without fail together with other illegal entrants now under detention, because it cannot employ means of force against their will, in the light of 'domestic and international pressure'.
The Japanese side further said that, under such circumstances, it is now secretly persuading these people to change their mind. I an fully aware of our Government's position in this regard and will continue to make every effort to make the Japanese side send these people back to our side.
4. In regard to the question of "the Koreans of a certain category" (whom the Japanese side may try to protect in her territory) this office will continue to insist that these people be turned over to our side, as instructed.
5. Concerning the matter on the dispatch to Japan of our investigators, as reported in my report No.42 of last week, this office has sounded out that the Japanese have no intention to permit entry of our investigators, unless our side give then assurances that Japanese officials and doctors would be permitted to enter Korea when the Japanese fishermen are repatriated.
6. Regarding the matter concerning the help for the livelihood for the Koreans to be released in japan, a brief report was made in my cable, TS-910139 of January 20. I will report to the Government, as soon as detailed information is received in this regard.
I would be grateful, if the Government would give me prompt instructions in regard to my cable of January 20.
