SUBJECT: The quotation of the Japanese suggested idea of sending a special personal envoy of their Prime Minister
In my instructions letter of December 28, 1957, you will find the following passage:
As for the suggested idea of a special personal representative of the Japanese Prime Minister, such representative should be dispatched under agreement, which will be reached by both sides after the conclusion of the preliminary talks, concerning the personality of the representative and date of dispatching.
As I made our position clear in the above letter, our Government did not promise in any way to receive a personal envoy of the Japanese Prime Minister within any specific period after the conclusion of the preliminary talks. Besides the question of the personality of the enovy, our Government neither considers it appropriate to receive such envoy under the present circumstances.
Keeping in mind this judgment of the Government, please cordially decline to accept a Japanese proposal for sending Mr. Kishi's personal envoy to our country, if they make each proposal formally. For the time being, we are unable to foresee when the time will be ripe for accepting such Japanese proposal, but we firmly believe that only a successful settlement of the long-pending problems will pave the way toward that direction, and such settlement will be made better, by the negotiations at the working level with their sincere efforts and fair play,
