Dear Mr. President,
I have long felt great respect and admiration towards the fact that ever since the restoration of your country's independence, Your Excellency has stood steadfastly against communism and made outstanding efforts for the prosperity of your country and for the sake of world peace.
The influential leaders of our country, together with the majority of our people, are sincerely looking forward to achieving fruit in goodwill and concert as soon as is possible between our two countries, in fulfilling the responsibility that our two countries will contribute to the rehabilitation and prosperity of Asia, thereby working towards the materialization of world peace.
Amidst such circumstances, it is indeed most fortunate that the preliminary talks that have been underway between our two nations over a long period have, as Your Excellency knows, reached an agreement at the end of last year. This is indeed a matter of mutual congratulations, and I wish to take this opportunity to express my deep gratitude for the many kindnesses extended by Your Excellency in connection with the conclusion of the talks.
The conclusion of the preliminary talks constitutes a major step towards longlasting peace and goodwill between our two countries, a step that is truly worthy of felicitations, and I believe sincerely that with the formal talks that are to be held shortly now close at hand, it has made great contributions towards eliminating the historical barriers that have long existed between our two countries.
I believe that 1 have a full understanding of the intent of the assertations expressed by your country at the preliminary talks, so when the formal talks begin, I am determined to guide our government and make efforts with all sincerity towards an early agreement, based on a spirit of good neighborly relations. I pray that Your Excellency will have faith in my sincerity and determination and will extend the necessary guidance towards your Government.
I am entrusting this letter to Mr. Kazuo Yatsugi, who, in a civilian capacity, extended his invaluable cooperation to me up to the time the preliminary talks reached an agreement, in order that I may, through him, lay my respects to you. Mr. Yatsugi is fully cognizant of my policies and ideas, so I wish to ask with all respect that you lend an ear to him when you grant him an audience.
In closing, I extend my heartiest wishes for Your Excellency's continued good health.
