SUBJECT : Resumption of Korea-Japan Preliminary Negoations
The Korea-Japan preliminary negotiation resumed at 10:30 this morning at the Japanese Foreign Ministry. The Japanese side was represented by Itagaki, the new Asian Affairs Director and Counselor Miyake. I represented our side together with Counselor Choi.
The subject of agreement at this meeting was that the two sides would discuss the minor amendments to the original plan. The Japanese side stated that it would be difficult for them to agree to the Korean proposal on the property claims and the deportation issue.
I replied that instead of arguing whether or not the Japanese side would agree to the Korean proposal at this meeting, we should discuss these issues at the talks that would ensue. The Japs agreed.
And as instructed I told the Japs that I would leave for Korea on Wednesday for personal reasons and that during my absence which would be for a few days, the talks should continue.
Today's meeting lasted 45 minutes.
My impression of the new bureau chief, Itagaki, was that I found him to be quite cooperative and contrary to what I had been given to understand, seemed rather friendly, although that has yet to be proved.
At my meeting with Tanaka, the deputy chief cabinet secretary and Yatsugi on the 19th, the former stated that the preliminary talk would be resumed but that Japan would not accept the Korean demand for changes on certain points and asked that the Korean side show a little flexibility in its attitude. At that time I replied that we act in accordance with government instructions and that our plan was a final one. However, the Japs did not show any indication that they would consider accepting it.
I would like to refer to an article by Yatsugi which appeared in today's Sankei Jiji regarding Korea-Japan problems. For a Jap it was a very bold one and which visibly showed effects of my close contact with him. I an not wholly satisfied with it but it was the most that a Jap could write. In his article, Yatsugi advocated the removal of certain members in the Jap Foreign Office who, by their opposition, hinder the settlement of the two countries' problems and called upon Fujiyama to act with strength and foresight.
