SUMMARY RECORDS OF THE PRELIMINARY TAIKS AT THE ADMINISTRATIVE LEVEL BETWEEN KOREA AND JAPAN - XI
1. Time and place :
From 9:00 p.m. on June 15, 1957 to 0:15 a.m., on June 16, 1957, at the Director's office of the Asian Affairs Bureau of the Japanese Foreign Ministry.
2. Conferees:
The Korean side : Counsellor Kyu Hah Choi of the Korean Mission.
Third Secretary To Kyong Limb of the Korean Mission.
The Japanese side : Counsellor Miyake of the Asian Affairs Bureau of the Japanese Foreign Office.
Mr. Nakagawa, Director of the Asian Affairs Bureau of the Japanese Foreign Office.
3. The gist of talks:
COUNSELLOR CHOI
Do you re-consider the matter pending in the previous session ?
COUNSELLOR MIYAKE
I hope the Korean side would make concession as to whether the oral statment should be read in English or Japanese.

COUNSELLOR CHOI
As I have mentioned in the previous session, the oral statement is drafted in English from the very outset. Therefore, it is quite natural that Foreign Minister Kishi will make the statement in English instead of Japanese unless you make your Japanese version of which the meaning is strictly same as the English version.
DIRECT OR NAKAGAWA
Than, I propose that Foreign Minister Kishi will make the statement in English for convenience sake.
COUNSELLOR CHOI
Since you agreed that the oral statement should be made by Foreign Minister Kishi in English, the English text should be regarded as the official one.
DIRECTOR NAKAGAWA
I cannot agree with you. As I have told you just before, the oral statement is read by Foreign Minister Kishi in English for convenience sake only. Then, I would like to propose that English is considered as the working language instead of the official language.
COUNSELLOR CHOI
May I understand that in case of making the oral statement regarding Korean art objects, Foreign Minister Kishi will make the statement in English as the working language therefor, and that it is natural that the interpretation of the remarks made in English should be made on the basis of what was expressed in English itself.
DIRECTOR NAKAGAWA
I agree with you
COUNSELLOR CHOI
Then, the word 'Translation' appearing on the left upper side of the English text of the draft oral statement should be deleted, leaving capitalized confidential as it is if you really wish to keep the document in confidence, and the Japanese side will withdraw the Japanese version of the draft oral statement and the Japanese version will have no effect on the Korean side's interpretation thereof.

No objection.
COUNSELLOR CHOI
(Handing the Japanese oral statement to Counsellor Miyake) I don't think it (Japanese text) is necessary for our side.
DIRECTOR NAKAGAWA
The Korean side may tear it away.
