I have read your letters Nos. 100, 101, 102 and 103 and Political Report No.48.
As we are preparing to leave for Chinhae on Wednesday morning my time is rather limited and I am hastily acknowledging your letters because they do not contain anything new.
As I had written you previously, you must prepare yourself fully for the conference to be held in New Delhi because the Japs will bring up charges against us particularly as their country has now become a member of U.N.
With regard to visiting some of the friendly nations, I wish to suggest that you visit those nations we have neglected and which are outside the Communist orbit - Iran, Iraq, Pakistan, etc. - rather than the Philippines and Taipei. We are assured of the friendship of these two nations; therefore I think it is better to win over those nations which we had not contacted at all. Please think this over and let me have your confidential reaction on it.
In the long run Formosa will realize that it was unwise to have supported Japan's entry into U.N. It is very difficult to talk to President Chiang as he is under severe pressure at home and abroad to be friendly with japan.
I was very concerned about the report from our Fukuoka that 20 of the 48 Koreans left for north Korea by way of Shanghai. We sent several wires and other messages to you requesting the Norwegian steamship company to return these people even if we had to pay their return passage.
Please inform all government representatives in Japan to notify their shipping agencies not to accept Koreans who wish to leave for Communist countries.
The assurance of the Jap government doesn't mean much because the Japs have assured us once and turned around and issued the exit visas. Only by publicly denouncing their action and explaining the whole situation to General Lemnitzer and also to the American Embassy can we prevent the Jap government from issuing exit visas to other Koreans going to Communist nations.
I wonder if it is not wise to relieve our Fukuoka representative of his job because I really feel it was his responsibility to prevent the departure of these people. Also he should have been more on the alert. The Government expects every representative to do his duty and if he is not able to carry it out he must be dismissed. I shall refer this matter to the Acting Foreign Minister and get his suggestions on it.
If the Mindan had confiscated their passports this would never have happened.
I am glad you think the statement by OPI was effective. We have to make reIeases whether or not the foreign press carries them because sooner or later our stand must be made clear to the world.
You have my instructions in my letter No.34 and there is no reason to change them. I have made it clear to you that if the Japs want their fishermen back who have served their sentences they will have to release all OMURA camp detainees and promise not to detain them without legal charge. They must also promise to observe the Peace Line. As soon as they have put this down in writing please send me a copy of their original so that we can act on it.
