◆…◆ now that the detainee issue is based mainly on the Immigration Control Law, etc., etc. The Japs wish only to release the pre-war residents in Omura camp and not the others who have also served their sentences. We will not release their fishermen unless they release all the Koreans who are detained there.
Besides this I have said several times in my instructions and letters to you that the Japanese must promise not to arrest our people without legal charge. You must have this phrase in your agreement.
The outline of your conversation with the Japs at the present time is different from the reports you presented before. You know our government will never consider settling a part of the detainee issue and leave the overall detainee issue for future discussions. It is out of the question. My definite Instructions are well known to you, and you are aware of our Government's ains on these Korea-Japan questions.
You will fully realize that the Japs want their fishermen back and we want our detainees to be released from jail with the understanding that they cannot be arrested without legal charge. We will not accept anything which differs from this. We are not interested in their proposition to release some of the detainees now and the rest later.
I read your note-verbale and I think you lodged a very good protest against the Jap goverment's plan to send a so-called trade and fishery mission to north Korea.
I advise you to release statements, etc., not only to the Jap press but also to the foreign papers, I talking with some of the newspapermen who came recently from Japan and they mentioned there are very few news releases in English. They felt that it would be helpful to our cause if more English releases came out from the Mission, so I wish you would do all you can to arrange this.
