Your letter of April 26 clearly shows that Japs are not sincere in their talks with us. I think you are right in saying that you should expose Jap diplomates for their daplicity. Tell them that Korean government would like to know who represents the Jap government in dealing with Korea government because there seems to be 2 Jap governments - the foreign minister and justice minister. I think you have accomplished at least one point: that the Jap government is insincere in its proposal to open preliminary talks.
Shigemitsu is proseed by his own people on account of the Jap fishermen who complated their prison terms but are not released by us because their government has kept our citizens for many years in prison without a legal charge. Unless the Jap government release our people we will keep their fishermen even after they have completed their sentences. If the Japs are allowed to deport to Korea the illegal entrants we must insist that those who committed crimes in Korea and were allowed by the Jap government to enter Japan(Sunwoo and others)should be in the same category of illegal entrance. That should be our positive stand. If the Jap government refuses to include in the deportation list the names of Korean criminals(mensioned in previous letter)we will not accept their proposal.
In the meanwhile, Jap fishermen continue to come over and we have arrested them. They will not be returned unless Japan agree to our fair proposal. This is our justification for not agreeing to the preliminary agreement you made with Shigemitsu. You should make this clear to the press and let the situation be made known to the American public. In the meantime we will do our best to reveal the facts.
You mentioned that the Japs refuse to discuss the matter concerning the deportation of trouble-making Koreans because there is no extradition law between our two countries. If that is the reason the Japs refuse to talk more that will be the and of the whole matter. We will not release their fishermen whether or not they have completed their terms.
I wish you would send us a copy of your letters so that we can send it minister Han in Washington. Meanwhile you must keep on demanding the Jap government not to deal with north Korean communist regime regarding Korean communist who go back and forth between Japan and north Korea. We consider that as a hostile action against the ROK government.
