In view of the above fact, it is ■■■■■ed that proper step be taken by the Diplomatic Section for ■■■■■ration or establishment of Fo■■tal relations between the two nations which not only results in common ■■■ants for both of ■■■■, but also ■■■■■ the promotion or the completion of international postal services ■■■■■ by the “Universal Postal Union”.
