Summary Record of the Third Plenary Session

1. Date, time and place:
February 20th, 1952 10:15 hours-10:45 hours
Room No. 419, Ministry of Foreign Affairs.
2. Conferees: All delegates of both Delegation, except Mr. IGUCHI, Mr. NISHIMURA and Mr. TANAKA.
3. Addresses by Chief Representatives:
Mr. MATSUMOTO, Chief Representative of the Japanese Delegation gave an address welcoming Dr. YANG, Chief Representative of the Korean Delegation and the latter responded to it with his address.
4. Proceedings:
(1) The Korean Delegation gave its answer to the question of whether a subcommittee should be established for the discussion of the Draft Treaty of Amity presented by the Japanese Delegation at the preceding session under item No. 1 (Establishment of the basic relationship between Japan and the Republic of Korea, including diplomatic relationship) of the agenda, and the establishment of a subcommittee was decided on for the thorough discussion of the subject matter, with the understanding that the matter would be referred back to the plenary session whenever the discussion at the sub-committee reached or failed to reach agreements.
In addition, it was decided that the first Basic Relations Committee should be convened from 10:00 February 22nd (Friday), 1952, and notice of the names of the members of this sub-committee should be exchanged later.
(2) It was understood by both Delegations that Chief Representatives and others interested could be present at sessions of the sub-committees.
