3. Proceedings:
(1) Adoption of Agenda
The Japanese Delegation agreed to this counter-proposal made by the Korean Delegation to place only the following six (6) items on the agenda on the condition that in the event the sub-committee of last October conference on the nationality and legal status of the Korean residents in Japan and the separate meeting on vessels failed to reach agreements, the questions would be referred back to the plenary session of the Conference. Thus, the following agenda have been decided:
a. Establishment of basic relationship between Japan and Korea, including diplomatic relations.
b. Disposition of properties and claims of Japan and Korea and their nationals.
c. Conclusion of agreement on fisheries.
d. Conclusion of agreement on division of submarine cable.
e. Commencement of negotiations on a treaty of commerce and navigation.
f. Other matters.
(2) Order of discussions and organization of sub-committees
The Japanese Delegation, then wanted to propose to the Conference a Draft Treaty of Amity between the Republic of Korea and Japan and a draft agreement on fisheries, to which the Korean Delegation proposed to decide upon the order of the discussions first.
The Japanese Delegation agreed to this.
The Japanese Delegation proposed to the Korean Delegation to take up the item a, b and c of the agenda simultaneously by appointing respective subcommittees, while the latter agreed to take up the three items simultaneously but contented to organize two sub-committees first for the discussion of the items b and c of the agenda, leaving the question whether sub-committee for the item a was to be formed or the matter had to be directly handled at the plenary session of the Conference until the next session where the Korean Delegation would express its opinion on the question first.
The Japanese Delegation consented to it.
Thus, the organization of the two sub-committees to discuss the items b and c has been agreed upon.
(3) Draft Agreements
The Japanese Delegation formally presented the aforementioned draft treaty and agreement, while the Korean Delegation received these drafts with their understanding that these drafts were for referential and studying purposes. The Korean Delegation stated it would introduce its own idea on the property claims at the first session of the competent sub-committee.
(4) It has been agreed that the plenary session of the Conference will be reconvened at 10:00 Wednesday, February 20, 1952 for the purpose of studying how the matter on basic relations between Korea and Japan should be discussed. It has also been agreed that the first sessions of the fisheries and property claims sub-committees will be convened at 14:00 Wednesday, February 20, 1952.
4. Other Matters
(1) The Alternate Chief of the Korean Delegation informed the Japanese Delegation of the Nomination of Mr. KIM Tai Dong for its press officer.
(2) The Japanese Chief Delegate invited all the delegates’ attention to keep confidential the two drafts and other documents to be presented in future.
