1. The management of all the public streets, and the laying out and repairing thereof on passing of these regulations, or which thereafter may become public highways, within the said settlement, and the pavement and other materials, as well in the footways, as carriage ways of such, public streets, and all buildings, materials, implements, and other things provided for the purposes of the said highways shall belong to the council.
 
2. The council may stop any street within the said settlement and prevent all persons form passing along and using the same for a reasonable time, during the construction, alteration, or repair thereof or during the construction, alternation, repair or demolition of any sewer or drain in or under such street, so long as they do not interfere with the ingress or egress of persons on foot to or from there dwellings or tenements.
 
3. Any person who shall abstract, or shall cause to be abstracted, any street within the said settlement, by placing therein any fence, house, or structure of any kind whatsoever, or projection of any house, fence, or structure, or wood, coal, or other matter, shall be find in any sum not exceeding twenty five dollars($25), and shall be subject to an additional fine of five dollars($5) for each day he permits such obstruction to remain after having received forty eight hours notice in writing form the executive committee of the Council to remove the same.
Nothing herein shall prevent any necessary obstruction to be placed temporarily in any street by permission of the executive committee of the Council provided that sufficient passage room is left free on unobstructed for vehicles and horses.
 
4. Council shall make within the said settlement such drains as may be deemed necessary for carrying off all water and liquid matter and the beep the same in good repair. The expense of making such drains and keeping them in repair shall be paid out of the municipal funds. Every person who shall obstruct any one of such drains, or change it any way so as to impair its efficiency, shall be subject to a fine for each offence in any sum not exceeding twenty five dollars($25). And for each day that such offender shall permit any such obstruction which he may have placed, or caused to be placed, in or about such drain, to remain after receiving notice from the executive committee of the council to remove the same, he shall be subject to a similar fine.
 
5. The Council shall cause all the streets of the said settlement, together with the foot pavement from time to time to be properly swept and cleaner and all dust and filth of every sort found thereon to be collected and removed, and shall cause all the dust, ashes, and rubbish to be carried away from the houses and tenements of the inhabitations of the same settlement, at convenient hours and times, and shall cause the privies and cesspools within the said settlement to be from time to time emptied and cleansed in a sufficient and proper manner.
 
6. All occupiers of land and houses within the said settlement shall cause the foot pavements in front of their houses to be swept and cleansed wherever occasion shall require, after the receipt of notice served upon them, and they shall also cause to be swept and cleansed all gutters, surface drains in the front, side of rear of their premises, and collect all accumulations of soil, ashes, or rubbish on their premises, for removal by the scavengers employed by the Council, and every such occupier making default herein shall for every offence be liable to a penalty or fine not exceeding Five dollars($5), and for the purpose foresaid when any house shall be let in apartment the person letting the same shall be deemed the occupier.
 
7. The Council may from time to time fix the hours within which only it shall be lawful to empty privies or remove offensive matter within the said settlement, and when the Council have fixed such house, and given public notice thereof, every person who within such limits empties or begins to empty any privy or removed along any thoroughfare within the said settlement any offensive matter at any time, except within the house fixed, and also every person sho at any time, whether such hours have been fixed by the Council or not, use for any such purpose any utensil or pail or any cart or carriage not having a covering proper for preventing the scape of the contents of such cart or of the stench thereof, or who wilfully slops or spills any such offensive matter in the removal thereof, or who does not carefully sweep and clean every place in which any such offensive matter has been placed, or unavoidably slopped or spilled, shall be liable to a penalty or fin not exceeding Ten dollars($10), and in default of the apprehension of the actual offender, the driver or person having the care of the cost or carriage employed for any such purpose shall be deemed to be the offender.
 
8. No person shall suffer any offensive waste or stagnant water to remain in any cellar or other place within any house belonging to or occupied by him, or within or upon any waste land belonging to or in his occupation within the said settlement, so as to be a nuisance. and every person who shall suffer any such water to remain for forty eight hours after receiving notice of not less than forty eight hours from the Council to remove the same, and every person who allows the contents of any privy or cesspool to overflow or soak therefrom, to the annoyance of the occupiers of any adjoining property, or who keeps any pig or pigs within any duelling house, within such limits, so as to be a nuisance, shall for every such offence be liable to a penalty or fine not exceeding Ten dollars($10), and to a further penalty be fine not exceeding two dollars($2) for every day during which such nuisance continues, and the Council may drain and cleanse out any stagnant pools, being a nuisance, and abate any such nuisance as aforesaid, and for that purpose may enter by their officers and workmen, into and upon any building or lan within the said settlement at all reasonable times, and do all necessary acts for any of the purpose aforesaid.
 
9. If at any time the Executive Committee of the Council be of opinion that any accumulation of during, soil, or filth, or other noxious and offensive matter within the said settlement, ought to be removed as being injurious to the health of the inhabitants, they shall forthwith give notice to the owner, or reputed owners of such dung, soil, or to the occupier of the land where the same are, to remove the same within twenty four hours after such notice, and in case of failure to comply with such notice the said person or persons shall be liable to a fine not exceeding twenty five dollars($25), and to a further penalty or fine not exceeding two dollars($2) for every day during which such nuisance continues; and the council may remove such dung, soil, or filth, or other noxious and offensive matter, and for that purpose may enter, by their officers and workmen, into and upon any building or land within such limits at all reasonable times, and do all necessary acts for any of the purposes aforesaid.
 
10. Every occupier of any building or land within the said settlement, and every other person who refuses to permit the scavengers employed by the Council to remove such diet, ashes, or rubbish as by these Bye Laws they are authorized to do, or who obstructs the said scavengers in the performance of their duty, shall, for every such offence be liable to a penalty or fine not exceeding twenty five dollars($25)
 
11. No person shall open or keep a house of public Entertainment, Music Hall, Theater, or Circus, or Shop or Store for the sale, to be drunk on the premises, of wine, spirits, beer, or intoxicating drugs, within the limits of the said settlement, without a license first obtained from the Council, and in the case of Foreigners countersigned by the consul of the nationality to which such person belongs in respect of such licenses, the Council may impose such conditions and exact such security as the nature of the particular ease may require and change such feel in respect thereof as may seem to it desirable. And any person or persons offering against or infringing the provisions of this Bye-Laws shall be liable for every offence to a fine not exceeding twenty five dollars. And under this law the person offending shall be considered guilty of a separate offence for each day in which he shall violate its provision.
12. All persons firing guns or pistols, causelessly creating a noise or disturbance and all persons guilty of furious or improper riding or driving within the said settlement or who shall commit any act which may legitimately come within the meaning of the term nuisance shall be liable to a penalty or fine not exceeding ten dollars. Disturbance of the peace and quiet of the community by quarrelling fighting or threatening to fight shall be considered nuisances within the provisions of this Laws
13. It shall be lawful for any officer or agent of the council and all persons called by him. To his assistance to their and details any person who shall have committed any offence against. The provisions of there Bye Laws and whose name and evidence shall be unknown to such officer or agent, and convey him, with all convenient despatch before his proper consul without any warrant or other authority than there Bye Laws.
 
14. Nothing in there Bye Law contained shall be contained to sender lawful any act omission on the part of any person, which is, or would be deemed to be a nuisance at common Law from prosecution or action in respect thereof according to the forms of proceeding at common Laws in or from the consequences upon being convicted thereof.
 
15. Every penalty or forfeiture imposed by there Bye Laws made in pursuance thereof the recovery of which in not otherwise provided for, may be recovered by summary proceeding before the proper consular representative.
 
16. There Bye-Laws shall be printed, and the secretary of the council shall deliver a printed copy thereof to every landholder applying for the same without change, and a copy thereof shall be hung up in the front, or in some conspicuous part of the principal office of the council.
 
17. The forgoing Bye Laws shall come into force thirty days after their approval by the representative of the treaty powers in soul.
