My Lord, German Embassy, February 23, 1884

YOUR Lordship has been good enough to communicate to the Imperial Government the Treaty signed at Söul on the 26th November of last year between Great Britain and Corea, as also the Reports upon the progress of the negotiations sent in by Sir Harry Parkes up to the 8th November.
For this I have the honour, in pursuance of my instructions, most respectfully to express the thanks of my Government to your Lordship, and, at the same time, to transmit your Lordship an English version of the German-Corean Treaty, with an Annex.
I permit myself further to forward your Lordship, confidentially, the copy of a note from the Corean Secretary of State for Foreign Affairs, Min, under date 24th November, 1883, with the answer of the Imperial Consul-General Zappe thereto, dated the 29th of the same month.
The Imperial Government would be glad to learn whether a similar correspondence has taken place between the Corean Government and the Plenipotentiary of Great Britain, and what attitude the British Government is disposed to assume towards the question which has been thus raised respecting the possible assimilation of the Customs Tariffs for inland and maritime commerce.
Although there can be no doubt that the right of the most favoured nation has been conceded to the German and English Governments in the new Treaties with Corea, still the note of the Corean Foreign Office of the 24th November prompts the apprehension that the Corean Government wishes to reserve to itself the right to allow the introduction of lower customs rates for overland frontier trade with China. This apprehension is increased by “The Practical Regulations, in twenty-four paragraphs, for the Trade on the Frontier between Manchuria and Corea,” elaborated by Li Hung-chang, and also inclosed herewith.
Should this Chinese project, the object of which is to secure for China, as Suzerain, special commercial advantages in Corea, be accepted by the Corean Government, the commercial advantages which should accrue to Germany and England from the new Treaties would at once be jeopardized.
The Imperial Government wishes at the outset to prevent all misunderstandings, and purposes, accordingly, at once to apprise the Corean Government that Germany cannot assent to a differential treatment of German and Chinese subjects with reference to import and export duties. The German Representative, Consul-General Zappe, is therefore to be instructed to convey by a note the declaration that the Imperial Government, in case lower customs rate than those stipulated in the German-Corean Treaty should be accorded to the Chinese, would at once, in virtue of section 10 of the Treaty, claim these lower customs rates for its own trade. The Imperial Government would eventually renew this declaration in the Protocol respecting the exchange of ratifications.
In order to be able to act further in this matter pari passu with the Government of Great Britain, my Government would be glad to know, as early as possible, how your Lordship is disposed to treat the question.
I beg, therefore, most respectfully to inquire of your Lordship whether a note of similar tenour with that of the 24th of last November has been sent from the Corean Foreign Office to the English Representative, and, if so, what answer the British Government is minded to give thereto.

I HAVE the honour to acknowledge the receipt of your Excellency’s letter of the 23rd ultimo, transmitting an English version of the Treaty concluded between Germany and Corea on the 26th November last, and I have to tender you my thanks for this communication.
Your Excellency will have learned from my letter of the 28th ultimo, and the papers which accompanied it that a note, similar to that of which you inclose a copy, was addressed to Her Majesty’s Minister Plenipotentiary by the Corean Minister for Foreign Affairs. Sir H.S. Parkes’ reply, in which he stated that he would forward a translation of it to his Government, and that he had no doubt that it would be received by them with satisfaction, has been approved.
A reference to Sir H.S. Parkes’ despatch will show that he is of opinion that as by far the greater part of the British imports would enter Corea under the 5 and 7½ per cent. rates of the Tariff attached to the Treaty, our trade will be able to compete successfully with the Chinese frontier trade, which is burdened by the heavy charges of land transit. But in the event of any injury being done to the trade by the lower rate of duties on the Chinese land frontier, Sir H.S. Parkes appears to have considered that Min's note of the 24th November would sufficiently provide for a readjustment of the Corean Tariff in our favour.
This seems to Her Majesty’s Government to be a fair and reasonable view, and it is not their intention to make any declaration in regard to the Chinese Regulations, which were no doubt fully considered by the English and German Plenipotentiaries at the time that they accepted the Corean note of the 24th November.
Her Majesty’s Government would, however, be glad to learn from the German Government further particulars as to the grounds on which they consider that the 5 per cent. land frontier duty would act injuriously on the trade at the open ports under the Tariffs agreed to by the English and German Plenipotentiaries.
