Sir,

I HAVE received and have laid before the Queen your despatch No. 1, Treaty, of the 1st December last, forwarding the Treaty which you signed on the 26th November with the Representative of the King of Chosen.
The provisions of this Treaty are entirely approved by Her Majesty’s Government, and I have much pleasure in conveying to you their high appreciation of the manner in which you conducted the negotiations with the Corean Government to a successful issue.
It is mainly due to your able and energetic efforts that results have been obtained which cannot fail to be highly beneficial to British commercial interests in the far East.
The Queen’s ratification is being prepared, and will be sent to you at an early date, with a letter from Her Majesty to the King.
The Order in Council giving the necessary powers to Her Majesty’s Consular authorities in Corea will also be issued forthwith.
