Sir,

WITH reference to your despatch No. 108, Confidential, of the 22nd June, and to my telegram No. 8 of the 23rd ultimo, I have to state to you that the German Government have expressed to me, through their Chargé d’Affaires in this country, a copy of whose letter is inclosed herewith, their intention of negotiating a new Treaty with Corea, simultaneously and jointly with Her Majesty’s Government, and have nominated Herr Zappé, the German Consul-General at Yokohama, who will act as their Plenipotentiary for the purpose. A copy of a despatch from Her Majesty’s Charge d’Affaires at Berlin upon the subject is likewise inclosed.
Her majesty’s Government will be glad if you will make arrangements so as to proceed to Corea next month.
You will be furnished with further instructions by telegraph, and your full powers will be dispatched by the mail of the 7th instant.
I have to-day communicated to you the substance of the foregoing by telegraph.
