I have the honor to acknowledge the receipt this day at 12 noon of the following telegram from your Lordship in cypher:

“Parkes Tokio
“N.B December 30 3.50 p.m. your Telegram of 24th instant,
if Korean Envoys can get authority from their Government to negotiate on basis suggested Her Majesty’s Government will be happy to entertain their proposals Granville”
