My Lord,Tien-tsin, June 3, 1882

I HAVE the honour to forward in original a despatch marked Confidential, which I received last evening from Mr. Hughes, Her Britannic Majesty’s Consul at Shanghae. I have of course approved his action.
Your Lordship will observe what Commodore Shufeldt said to Mr. Hughes on the subject of Japanese intervention. This more or less confirms what Mr. Holcombe said to me regarding the desire of the Japanese to associate themselves with the negotiations, and the objection of both China and Corea to Japanese mediation.
I am sorry to learn that Mr. Spence has not yet reached Shanghae. It was originally understood that we were not to approach Corea until towards the end of June. Mr. Holcombe did not expect Commodore Shufeldt’s negotiations to be terminated sooner, he told me, and he begged me, it will be remembered, to prevent as far as in me lay, any proceeding on our side that might interfere with the Commodore. Admiral Willes, to whom I communicated this, was perfectly prepared to spend the month of June up the Gulf of Tartary. But on learning from the Admiral, on the 20th May, that, according to a member of Commodore Shufeldt’s family who was staying at Chefoo, the Commodore might be expected almost immediately at Chefoo, I urged him to proceed at once to Corea. This he did as I have reported, upon the 25th May. A telegram had been sent to Mr. Hughes at my suggestion, on the 14th, to hurry down Mr. Spence from Ichang, of which port he is in acting charge. Mr. Spence is not a likely man to lose time in such a case, but communication with Ichang is not so frequent as with the ports lower down the river.

P.S.—In my Report of what I tried to effect for my French colleague, I have omitted to state that when discussing the matter with their Excellencies Chang and Li, the latter observed that M. Bourée would be able to do nothing with the Tsung-li Yamên, that the Yamên is not going to class Corea among the foreign Powers with which it has to deal on a footing of equality.

Sir, Shanghae, May 29, 1882

I HAD an interview with Commodore Shufeldt this morning, and congratulated him upon the conclusion of a Treaty with Corea. The Commodore did not feel himself at liberty to give me any details respecting the provisions of the new Treaty. He mentioned, however, that although he found the Corean Government very anxious to conclude a Treaty, their Representatives discussed the terms which had been partly agreed upon at Tien-tsin, and modified them to some extent. The Treaty was signed, as I understand, at a place between the capital and the port nearest to it. It is a Treaty of Amity and Commerce, and contains provisions similar to those which exist in American Treaties with China. Corea is treated as an independent kingdom, and a United States’ Minister is to reside at the capital. The three ports to be opened are, I believe, the same as those at which the Japanese are entitled to trade.
The Commodore thinks that no one will succeed in making a Treaty with Corea, excepting with Chinese or Japanese help. The Japanese Envoy in Corea was dismayed at the action of Commodore Shufeldt in treating without Japanese intervention. He had armed himself with a letter of recommendation to Commodore Shufeldt from the United States’ Minister in Japan.
The German Commodore is to leave for the Corean coast on Thursday next.
I reported by telegraph, in cypher, to Lord Granville the conclusion of the Treaty, and trust you will approve of my having done so. I sent transcript of the message to you in a telegram, copy of which I have the honour to inclose.
