My Lord,
In continuation of my Despatch No. 117 of the 25th ultimo I have the honor to report that on the 28th ultimo, I received the enclosed telegram from Mr. Satow in cipher reporting his return to Nagasaki. He therein informs me that the Chief Authority at Quelpart and also the Corean Authorities at Fusan had declined to receive visitors or letters, but that good effects had been produced by the visit, the people at both places being friendly and the Corean functionaries polite.
As I look for Mr. Satow’s return on the 5th instant I shall soon be in a position to furnish Your Lordship with full particulars of his proceedings and probably with the reasons of the Chief Authority of Quelpart for declining to receive Mr. Satow while he had twice pressed Mr. Paul to visit him at his residence in the capital of the island. It is possible that he may have been influenced by instructions received in the meantime from the mainland.
I take this opportunity to forward to Your Lordship an account of the visit of the “Hakon Adelstein” to Quelpart which has been published by one of the private persons who accompanied that vessel, as the writer gives some additional information to that contained in Mr. Paul’s reports, while he entirely confirms the impressions of the latter as to the openhearted kindness shown by the Corean Authorities and people both to the shipwrecked crew of the “Barbara Taylor,” and to those who subsequently visited them in the “Hakon Adelstein.”

Good effects produced nevertheless. People (of) both places friendly, functionaries polite. Return (in) steamer tomorrow.
