My Lord,

With reference to Sir Harry Parkes’ dispatch No. 54 of the 20th of March, inclosed in copy in Your Lordship’s dispatch No. 474 of the 10th instant, I have the honor to state that I have received trustworthy information, in strictest confidence, that not only did the Corean Government wish to stipulate that the Japanese should bring no foreigners to Corea, but that they told the Japanese Commissioners that though they were ready to negotiate a Treaty with Japan, they did not at all wish to have dealings with any European nation; that, in fact, they considered that there were only three real nations in the world, the Chinese, the Japanese, and the Corean, and that all the rest of the world were “outer barbarians” and inferior people.
I mention this because, if Her Majesty’s Government decide to open negotiations with Corea, it is well that they should know (if my information be correct) that in all probability Great Britain will only be able to conclude a Treaty by an imposing display of force, and in any case, against the will of Corea. The Coreans, there can hardly be a doubt, still in the main consider that they worsted both the French and the Americans who invaded their country.
There appears too, as I learn, to be a peace party in Corea, and that it was due to that party, and not as has been published in the press, to the fear of the approach of some 12,000 Russians, that the Japanese Commissioners obtained their great success.

I think it would be better not to send this dispatch to Sir H.S. Parkes. Mr. Adams had marked it “strictly confidential” and the informant is (I believe) an Englishman in the employment of the Japanese [Delegation] in Paris.

P.S. Perhaps it would be as well not to send it―though there is not much in it [ ______ ] I see no―particular objection to its being sent, but if there is a [truth] better keep it back.
