Sir:
Herewith I have the honor to enclose a copy of a letter from His Excellency Mr. Wooyeno, the Japanese Acting Minister of Foreigner Affairs, and also a copy of the official translation of the letter of the Corean Minister of Ceremony to Mr. Inouye in relation to your letter to the King of Corea.
It is to be regretted that the Corean Minister refused to receive and has returned your communication made on behalf of the United States. You will observe that among other reasons given by him for rejecting your letter is that it was addressed directly to the King of Corea, instead of being addressed to the Minister of Ceremony of “Great Chosen”, you will also observe in this communication, the following words: “If he (you) should wish to send any communication, he (you) might better address it to a local officer or to the Minister of Ceremony”.
The Minister of Ceremony requests that Mr. Inouye will “consider the state of affairs” and “do his utmost to arrange it”. It is by no means clear that this very unsatisfactory letter to Mr. Inouye gives any assurance that a letter addressed to the Minister of Ceremony would be received and be favorably considered by the Corean Government. In this you can judge-.
Should you conclude to make any further communication to the Corean Government, I shall be pleased to render you further service.
Please advise me of the receipt of this and of any additional action in the premises in which you may desire my cooperation.

With reference to Y.E.’s despatch under date the 21st May addressed to the Minister for Foreign Affairs, to which he replied on the 28th May to the effect that measures had been taken to forward to a letter to the Minister of Ceremony of the Corean Government in the Capital of that country by the mail of the 29th May, enclosing therein a friendly communication from Commodore Shufeldt, U.S.N., to the Corean Government. I have now the honor to acquaint Your Excellency that an answer to the said letter returning Commodore Shufeldt's communication was received by Kondo Masumi, our Consul at the port of Fusan on the 21th July and opened by him in obedience to instructions given at Your Excellency's request.
Our Consul sent a copy of the said reply to me without delay by a merchant ship leaving before the regular mail, and he writes that the original and the letter of Commodore Shufeldt will be forwarded by the next opportunity.
I beg to enclose herewith a copy of the said reply accompanied by a translation of the same-

In relation to the letter of the American Mission I am greatly obliged for your great kindness-. It is well known to the world that our foreign relations are only with Japan neighboring to us, which has been maintained for three hundred years, and that other foreign nations are not only situated far from us but there has never been any intercourse with them.
The letter of the American Mission bears the address of “Great Corai{Corea}”, this name of the country was used in the period of the late dynasty. Now the name has been altered. Even if the letter were addressed “Great Chosen”, how can I receive and present to my August sovereign the letter which has been addressed directly to His Majesty? If he should wish to send any communication, he might better address it to a local officer or to the Minister of Ceremony.
Upon deliberation of the matter I cannot receive the American Minister's letter. I therefore return the same herewith requesting you to explain the reason to the American Mission.
I am greatly obliged to you for having prolonged the term of 42 days to todays, of which many days have already elapsed. I respectfully request you will consider the state of affairs and do your utmost to arrange it.
I avail myself of this occasion to renew to Y.E. the assurance of my highest consideration.
