Sir:

I have the honor to acknowledge the receipt of your communication of May 24th, informing me that you had addressed a note to H.I.J.M.’s Minister for Foreign Affairs. Mr. Inouye on the subject of the proposed letter to the Corean Government, covering my communication to the King of Corea, in accordance with the request made in a personal interview between His Excellency Mr. Inouye, yourself, and myself, and enclosing a copy of your note of 21st inst to H.I.J. Majesty’s Minister, the earnest and comprehensive character of which I feel sure to have led to compliance on the part of H.I.J. Majesty’s Council of State to the request therein contained.
From a personal interview with you this morning and subsequently with the interpreter at the Foreign Office in Tokio, it is now, I believe, understood both by the Foreign Office and by yourself that my communication to the King of Corea, which has been left in the hands of the Foreign Office, is to be covered by a letter from H.I.J. Majesty’s Government, and forwarded by it at the earliest possible moment to the King of Corea, and that the Ticonderoga is transmittal to proceed to Nagasaki and there await a reply, which, as soon as received by the Japanese Authorities in Fusan, is to be forwarded to the Governor of Nagasaki for transmittal to me.
Believing that this course, which has been adopted on the advice of H.I.Majesty's Minister and with your full concurrence, will be best calculated to carry out the order conveyed to me by our Government.
I have the honor to tender my acknowledgments of your very kind and efficient cooperation in the mater{matter}. On the arrival of the reply at Nagasaki, I will telegraph you in reference to its character and submit to your judgment any future action which may be contemplated.
I have the honor to enclose a copy of a letter addressed by the Honorable Secretary of State to the Honorable Secretary of the Navy, April 5th ultimo, and received by the last mail.
