Sir:
I have the honor to enclose herewith copy of translation of a letter from Mr. Kondo, H.I. Japanese Majesty’s consul, Fusan, Corea giving an account of his attempt to forward a communication from me to the Capital of Corea and his want of success.
I beg to express my regretful acknowledgments to His Excellency, Mr. Inouye, for the kind efforts made by Mr. Kondo to assist us, as if we are assured that his services were rendered to the best of his ability.
But from what Mr. Kondo said, I have reason to believe if the letter had been enclosed by the Japanese Government, it would have been forwarded to its destination; and inasmuch as a similar service was once rendered by the Chinese Government, I trust that His Excellency Mr. Inouye will revise his decision and transmit the letter with such comments as His Excellency may deem advisable-without therefore, assuming any responsibility, or establishing it as a precedent for granting similar favors in the future.

I have the honor to communicate with Your Excellency to the effect that the United States Envoy on board the United States Steamer “Ticonderoga” recently visited the port of Fusan with the object of presenting a letter to Your Government through the Governor of Torai Fu through the medium of our Consul, Kondo Masuki, wherein he expressed the desire of establishing friendship, but he left that port vainly as the Governor refused to receive it.
The U.S. Representative here has requested me that the sentiments of his friendly mission will be conveyed to Your Government, and that the said Envoy intends to proceed again to Fusan for that purpose. I fear that if U.S. Steamer would go again to Fusan, her appearance might cause an excitement among your people, consequently I suggested to him to defer his visit there. The friendly relations between Japan and Corea being especially intimate and that between Japan and the United States of America existing many years since, I feel myself obliged to communicate to Your Excellency the following.
The said U.S. Envoy. Commodore Shufeldt, is the same person who visited your country in 1867 and presented a letter to your Government expressing the gratitude of the U.S. Government for the kindness which your Government manifested in saving shipwrecked American citizens, and also requesting the negotiation of a treaty of friendship, to which letter your Government has given a favorable reply.
The object of the present mission is simply to repeat the former request, this you will perceive from Commodore Shufeldt's letter which I beg leave to forward herewith.
The general state of the would{world} is now very different from that of older times, and we know from our own experience the impossibility of rejecting foreign intercourse, and China also has the same experience. The best plan which I recommend you for the interests of your country is to comply with the request of the U.S. Government in a friendly sentiment, treating them with the sincere benevolence and being guided in such intercourse by the principles of right and justice. This is the only means of guarding against contempt from abroad, and of securing the right of independence of your country; otherwise a great injurious result may be arrived at and may endanger the welfare of your country. My Government, of course has no intention of interfering with Your Government’s policy. I however, have long experience in foreign intercourse, and in reflectiong on the past of China, I cannot hesitate to offer the above suggestion to Your Excellency.
The said Envoy will stay at the port of Nagasaki for sixty days from this date, awaiting a reply to his letter. Your Government’s reputed for civilities toward others, and I have no doubt your Government will give the answer desired, so that I can transmit it to said Envoy.
I avail myself of this occasion to renew to your Excellency the assurance of my highest consideration.
