My dear Mr. Bingham,
The recent movements of Japanese ships and officials in Corea the mission of Mr. Mori to China, and the utterances of the native and foreign press in Japan indicate that the difficulties long known to exist between Japan and Corea have become very serious and may result in war.
You remember that at one of the interviews which I had the pleasure to hold with you in Japan last summer we discuss the relations of the Chinese Government to Corea and the attitude she might be expected to assume in case of the outbreak of hostilities. In brief my opinion was that there is no essential interdependency between China and the Peninsular Government, that in case Japan goes no further than to seek redress at arms and an ordinary treaty of peace for any grievances which she may have sustained, China will not interfere but that this Empire will look with the greatest disfavor upon any permanent occupation of Corea by Japan, and will at last resort in such case make common case with the Coreans to expel the Japanese.
This would seem to be traditional policy of China and I know now only two elements likely to disturb. One of there is the near approach of the Russian occupation north of Corea and east of the Manchurian provinces, the other the fact that a park at least of the army of japan is understood to be well drilled and well provided generally according to Western method of war fare.
Upon the first point it may be remarked that whether rightfully or not the Chinese can scarcely entertain a doubt as to the intention of the Russians to occupy ultimately the region in question and that she is likely together Japan to Russia as a neighbor in the Peninsula.
Upon the second it is to be said that the unwillingness of China to go to war with Japan at the time of the Formosa expedition when she believed undoubtedly that the course of Japan in occupying a part of the island was indefensible and an affront of a most serious sort which unwillingness led her to make a treaty that has been interpreted generally as a triumph for the latter Empire is very significant of the course which the Chinese rules will pursue in the contingency of which I am speaking.
It will interesting for me to know your view in regard to the general question. I think too that e to the advantages of our government to interchange information and opinion as fully and freely as possible.
Beyond mere matter of information and speculation it maybe well for us, further, to know what views are held by one another of the course which we should pursue toward our country people who in the event of hostilities may take part or be disposed to take part in them having reference in this respect specially to the instructions of Mr. Fish in the case of General Le Gendre
