“Complete Map of Korea,” in True History of the Russo-Japanese War [Teacher Notes]
The “Complete Map of Korea” (A) labels Dokdo as Korean territory, despite being published after the decision to annex was made and officially announced. This means that with the exception of government ministers and officials, not even the Japanese public knew that Japan had annexed Dokdo. This shows that (B) not even the Japanese public was aware of the Shimane Prefecture Notice No. 40

Ulleungdo and Dokdo are labeled as Korean territory in the “Complete Map of Korea,” in True History of the Russo-Japanese War, published in 1905. Despite being published on June 20, 1905, or after the Shimane Prefecture Notice announcement on February 22, 1905, and later than the Japanese government cabinet meeting on January 28, 1905, at which the Japanese government decided to annex the islands, Ulleungdo and Dokdo are still labeled as Korean territory. This proves that with the exception of government ministers and officials, not even the Japanese people knew that Japan had annexed Dokdo. Since the Japanese public was not aware of the Shimane Prefecture Notice No. 40, this calls into question the validity of the notice. This evidence is strong proof that the notice itself is invalid.
