This is a detailed view of the Government House on the southern wall of the antechamber in Tokhung-ri Tomb. The Government House was a venue for Jin, the Youzhou Provincial Governor, to conduct official business. Civil servants, who appear to be the 13-county prefects, military attachés, and other low-ranking government officials, can be seen in the image. Currently, only the top portion of the mural remains intact due to serious damage. Figures kneeling on a wooden platform and paying tribute can be seen on the left side of the bottom portion of the mural. There are still some faint remains of figures greeting guests, and the figure on the right is estimated to be Youzhou Provincial Governor Jin.
Each figure's status and position can be verified by their official hats. Civil servants and military attachés are wearing Chaeks (Headwear worn by civil servants and military attachés. Civil servants wore Chaeks with tops that were split in the back and curving forward. Military attachés wore Chaeks with cone-shaped points.), and other lower-ranking officials are wearing Geons (a type of ancient headwear that wraps around the entire head and tied in the back, similar to a bandanna).
Upon examination, this scene is very likely depicting a visit by the 13-county prefects to pay tribute to Jin, the Youzhou Provincial Governor, in a congratulatory ceremony.
